This paper discusses comparison of economic and social indicators in the year 1988 between Federal Republic of Germany (FRG) and German Democratic Republic (GDR). The budgetary costs of unification will be substantially larger than initially envisaged. Moreover, if one adds to the budget the increases in government debt related to equalization paper, a portion of the old enterprise debt on the books of the banks. The Trust Fund has been assigned a task or enormous scope and complexity: the privatization, restructuring, and in some cases, liquidation of 8000 enterprises with 4 million employees. Even taking care of the short-run financial problems of these enterprises has proved daunting; the more fundamental task will be near impossible to achieve with any rapidity. It is clearly essential to the success of economic integration that capital allow east rather than labor flowing west and that income growth and new opportunities arc enough to meet reasonable aspirations on the pan of the residents of East Germany.

The book analyses the most important international and domestic legal aspects of German unification. Part One (Chapter one-five) contains a general introduction then deals with international issues: the status of Germany from 1945 to the present day; the German borders are examined then issues of state succession and self-determination are discussed in the context of unification. Part Two (Chapters six-nine) deals with domestic matters: property issues in the former East Germany, feminism after unification (dealing principally with the abortion issue), the prosecution of former East German citizens for offences relating to the security of East Germany, and the reform of the asylum law. The aim is to give the reader an overview of the most controversial and problematic issues of German unification.

This volume is comprised of a collection of diplomatic documents covering British reactions to, and policy towards, the collapse of the German Democratic Republic and the unification of Germany in 1989-90. The peaceful unification of Germany in 1989-90 brought a dramatic end to the Cold War. This volume documents official British reactions to the collapse of East Germany and the fall of the Berlin Wall, and the evolution of British policy during the ‘Two plus Four’ negotiations that provided the international framework for the merger of the two German states. All of the documents fall within the UK’s 30-year rule and have therefore not previously been in the public domain. Most are drawn from the archives of the Foreign and Commonwealth Office, but there are also a large number of Prime Ministerial files from the Cabinet Office archives. These are of particular interest for the light they throw on the views of Margaret Thatcher. Taken together, the documents show that despite Mrs Thatcher’s well-known reservations about German unity, the United Kingdom played a vital and constructive role in the negotiations that helped to bring it about. This volume will be of great interest to students of International History, British Political History, and European Politics and International Relations in general. On October 3, 1990 the future of both Europe and Germany became powerfully and inexorably intertwined across a politically broadened continent powering transformative social, political and economic interactions. The thirty year mark after the then reigning chancellor Helmut Kohl promised 'flourishing landscapes' in the former GDR is more than just a new anniversary from which mandatory reflections must follow. Arguably, it represents a temporal boundary between the adjustments and reactions conditioned and captivated by a sense of something new and uncertain, and that point moving forward from which unification’s legacy inescapably tethers Germany’s future to normal politics shaped by the issues of the moment, and not politics gripped by the debates of unification itself. That legacy is defined by an accumulation over thirty years of adjustments, mutations, counter-adjustments and strategic reactions which have now delivered through the many ripples of change a Germany managing the course-trajectory which unification has relentlessly plotted. The foreseeable future will certainly see that legacy of unification tenaciously continue to project yet shrouded within the background of Germany’s routine politics. This volume explores that legacy within the post-unification era and reflects on the way forward into a near-term German future no longer consumed with unification itself but with the reality of politics it has steadily defined.
