We are witnessing a worldwide resurgence of reactionary ideologies and movements, combined with an escalating assault on democratic institutions and structures. Nevertheless, most studies of these phenomena remain anchored in a methodological nationalism, while comparative research is almost entirely limited to the Global North. Yet, authoritarian transformations in the South — and the struggles against them — have not only been just as dramatic as those in the North but also preceded them, and consequently have been studied by Southern scholars for many years. This volume brings together the work of more than 15 scholar-activists from across the Global South, combining in-depth studies of regional processes of authoritarian transformation with a global perspective on authoritarian capitalism. Neoliberal globalization is in deep crisis. This crisis is manifested on a global scale and embodies a number of fundamental contradictions, a central one of which is the global rise of authoritarianism and fascism. This emergent form of authoritarianism is a right-wing reaction to the problems generated by globalization supported and funded by some of the largest and most powerful corporations in their assault against social movements on the left to prevent the emergence of socialism against global capitalism. As the crisis of neoliberal global capitalism unfolds, and as we move to the brink of another economic crisis and the threat of war, global capitalism is once again resorting to authoritarianism and fascism to maintain its power. Domestic and foreign economic and political policies in the rich capitalist nations in the North and in the poor countries in the South are geared towards globalization and democratization. Indeed the dominant view held by countries in the North is that globalization leads to democracy and vice versa, and that in turn economic development will result from that process. While the international system has been evolving in an increasingly liberal direction, the level of democratic practice within the post-Soviet region has, on the whole, declined. Two decades after the popular uprisings against communism, many governments in the region have successfully blunted both popular and international pressures for democratic consolidation. Each selection in this volume explores how international factors interact with domestic conditions to explain the persistence of authoritarianism throughout the region. The selections in the volume cover several countries, including Azerbaijan, Kazakhstan, Uzbekistan, South Ossetia, Ukraine, Moldova, and Belarus; special attention is paid to the Russian Federation since it is both a member of the region and acts as an external actor influencing the political development of its neighbors. The interconnection between international organizations (IOs) membership and democratization has become a topic of intense debate. However, the main focus of the literature so far has been on IOs created by democratic states and comprised mostly of democracies, for examples the European Union. In contrast to existing studies, this book focuses on another group of regional IOs, referred to as 'non-democratic IOs' which are organizations founded by autocracies. How do these newly emerged organizations interrelate and interact with the outside world? How do they counteract and confront the danger of democratization in their own member states and neighboring states? This book aims to address these questions by developing a new theory of authoritarian regionalism, and by combining both quantitative and qualitative analysis to test it. The quantitative analysis uses a large dataset of all regional organizations worldwide for the post-World War II period, with the aim of defining historical trends in development and the modification of regionalism over the last seven decades (1945-2015). Qualitative analysis refines and develops the argument by looking at the case of post-Soviet Eurasia. The book uncovers a new type of regionalism - 'authoritarian regionalism' and traces its historical roots as well as its implications for modern politics. The book is the first attempt to systematically investigate the functioning and the impact of authoritarian regionalism as a new phenomenon as well as its implications for democratization world-wide. The book contributes to the theory of regionalism, international organizations, studies of autocracies, foreign policy, and democratization world-wide.

This book is about the radical novelty of modern polities in a functionally differentiated world society. Premodern states were at the apex of a stratified, hierarchical society. They dominated society and all its groups and strata. Modern polities have to be understood through the ecology of relations among different function systems. They have to find and incessantly redefine their place in society. They produce decisions that are collectively binding, but in preparing these decisions experience constraints and knowledge deficiencies that are related to the complexity of a functionally differentiated society. The book concentrates on six analytical perspectives that reflect how modern polities are embedded into 21st century society. These perspectives are: the concept of inclusion and the inclusion revolution constitutive of modern polities; the internal differentiation of polities that endows them with an unprecedented complexity; the fact that polities do not know anything about society and the ways in which they compensate for this; representation and responsiveness as strategies to reconnect with society; the self-restriction of some polities that brings about ever new autonomous expert organizations; the symmetrical rise of autocracies and democracies as the two modern variants of political regimes.

Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. It highlights the ways in which international sponsorship can contribute to authoritarian practices is three significant ways: by increasing the likelihood that authoritarian regimes will pursue 'authoritarian practices' (such as coups, repression or election fraud), by contributing to the implementation of those practices, and finally by shielding autocratic actors from international punishment after such practices are pursued. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. The rise of authoritarian, nationalist forms of populism and the implications for rural actors and settings is one of the most crucial foci for critical agrarian studies today, with many consequences for political action. Authoritarian Populism and the Rural World reflects on the rural origins and consequences of the emergence of authoritarian and populist leaders across the world, as well as on the rise of multi-class mobilisation and resistance, alongside wider counter-movements and alternative practices, which together confront authoritarianism and nationalist populism. The book includes 20 chapters written by contributors to the Emancipatory Rural Politics Initiative (ERPI), a global network of academics and activists committed to both reflective analysis and political engagement. Debates about ‘populism’, ‘nationalism’, ‘authoritarianism’ and more have exploded recently, but relatively little of this has focused on the rural dimensions.
