At the global level, international actors have repeatedly expressed their desire to end hunger and food insecurity. However, food insecurity has persisted. More analysis is hence needed on the link between continuously high levels of global food insecurity and the ever increasing flow of development aid. Global Food Security and Development Aid investigates the impact that development aid has had on food security in developing countries and includes international case studies on Peru, Ethiopia, India and Vietnam. It examines the effect of development aid in general and the impact of aid divided into different categories based on donor, mechanism and sector to which it is provided. In each examined relationship between aid and food security, particular attention is paid to the potentially intervening role played by the quality of national and/or local governance. The book makes policy recommendations, most importantly that donors should take greater care in considering which types of aid are suitable to which specific countries, localities, and development goals, and account for expected developments in the complex relationship between aid, food security, and governance. With the global population projected to reach 9 billion by the year 2050, the need for nations to secure food supplies for their populations has never been more pressing. In 2007/8 world food prices spiked and global economic crisis set in, leaving hundreds of millions of people unable to access adequate food. The international reaction was swift. In a bid for leadership, the 123 member countries of the United Nations’ Committee on World Food Security (CFS) adopted a series of reforms with the aim of becoming the foremost international, inclusive and intergovernmental platform for food security. Central to the reform was the inclusion of participants (including civil society and the private sector) across all activities of the Committee. Drawing on data collected from policy documents, interviews and participant observation, this book examines the re-organization and functioning of a UN Committee that is coming to be known as a best practice in global governance. Framed by key challenges that plague global governance, the impact and implication of increased civil society engagement are examined by tracing policy negotiations within the CFS, in particular, policy roundtables on smallholder sensitive investment and food price volatility and negotiations on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Global Strategic Framework for Food Security and Nutrition. The author shows that through their participation in the Committee, civil society actors are influencing policy outcomes. Yet analysis also reveals that the CFS is being undermined by other actors seeking to gain and maintain influence at the global level. By way of this analysis, this book provides empirically-informed insights into increased participation in global governance processes.

In less than half a century (1978–2020), China has transformed itself from a country that barely fed itself to a powerful player in the global food system, characterized by massive food imports, active overseas agricultural engagement, and the global expansion of Chinese agribusiness. This Element offers a nuanced analysis of China's global food strategy and its impacts on food security and the international agri-food order. To feed a population of 1.4 billion, China actively seeks overseas agri-food resources whilst maintaining a high level of domestic food production. This strategy gives China an advantageous position in the global food system, but it also creates contradictions and problems within and beyond the country. This could potentially worsen global food insecurity in the long term.

The International Development Committee calls for concerted action to curb food wastage in the UK and for expansion of DFID's bilateral nutrition programmes with a particular focus on pregnancy and early years, as part of wider efforts to improve global food security. There is scope for the Government to launch a national consumer campaign to reduce domestic food waste, also setting national targets to curb food waste within the UK food production and retail sectors. Agriculturally-produced biofuels are having a major detrimental impact on global food security by driving higher and more volatile food prices. EU targets requiring 10 per cent of transport energy to be drawn from renewable sources by 2020 are likely to cause dramatic food price increases, and the Government should revise its domestic Renewable Transport Fuel Obligation to specifically exclude agriculturally-produced biofuels. Looking at the impact of rising world population, the Committee praises DFID's significant efforts to meet the considerable unmet need for contraception in many developing nations and urges the UK government to maintain a keen focus on women's reproductive rights within its development assistance programmes. MPs also flag the longer term barriers to development posed by systematic undernutrition. The Committee expresses concern that large corporations are buying up large areas of land in many developing countries previously farmed by smallholders. UK-domiciled corporations should be required to be transparent about land deals. Lastly, MPs focus on the key role that smallholder farmers will play in feeding a growing global population and in reducing rural poverty.

This book examines the current food security challenges in the small states with a focus on the Caribbean. The work is in the conjuncture of the Covid-19 pandemic and other global shocks, including the disruption in the global supply chains and the increase in climate-related events. These events have led to an increase in global prices, including the price of food and fertilisers. This book starts by examining the global food security crisis considering the aftereffects of the shocks, then provides a macro-overview of the region by focusing on its ability to invest in agriculture. The results indicate that private sector investment in agriculture has experienced only a slight increase despite creeping inflation. This has exacerbated vulnerabilities in food security, which deteriorated in 2020, undoing nearly a decade of progress in the face of climate change. Detailed attention is paid to food vulnerabilities in 14 Caribbean countries. In the final chapter, a series of policy measures are outlined to strengthen the region's food security position, with a particular focus on innovation and the region's comparative advantages.

When Russia invaded Ukraine in February 2022, sparking fears of a global food crisis, IFPRI responded rapidly to the need for information and policy advice to address the crisis. From the first moments of the conflict, a new IFPRI blog series provided critical information and insights into the impacts on food security, caused by rising food, fertilizer, and fuel prices and trade disruptions, for vulnerable countries and regions. This book is a compilation of those blog posts, which include analysis of trade flows, tracking of food prices and policy responses, and results of impact modeling. Together, they provide an overview of how the crisis has progressed, how the international community and individual countries responded with efforts to ensure food security, and what we are learning about the best ways to ensure food security in the aftermath of a major shock to global food systems.

Food security will exist when all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life (as stated in the Rome Declaration in 1996). Given the dimension of the current global food crisis, food security means adopting effective and specific actions at individual, household, national, regional and global levels. Food security invites us to reflect upon ethical principles like human equity, justice between current and future generations, respect for human dignity and sustainable food production. We strive to maintain our basic ethical convictions and engage in societal debates about other important values. While we do this, we may have to change our ways of life and learn to create new priorities in the face of global responsibility. Science and technology are key tools to reach the Millenium Goals, providing both society and decision makers alike with relevant information and new options within an ethical framework. The contributions found in this publication bring together the perspectives of a diverse group of authors. Food systems in Indonesia and worldwide have experienced major transformations in the wake of agricultural modernisation. Once intact eco-systems have declined dramatically, along with human diets, long term food security and social cohesion. Using long-term ethnographic research, we documented this loss of traditional food systems in Java, Bali, East Timor and India, but also a recent revival and reinvention of sustainable production methods and community-based distribution systems. A growing movement of small farmers now reject the dominant paradigm of aggressive capitalist development, and are re-creating food systems based on moral ecology – a new concept we introduce to characterise food systems that regenerate the natural environment and serve the common good, rather than maximise profit. Small farmers like these already feed two thirds of humanity using only a third of agricultural land. With proper support, we argue, they could feed the entire world, using sustainable and socially responsible approaches to eradicate world hunger.
