Attention is increasingly being paid to the conceptualization of the sustainable development agenda that should guide global development efforts beyond 2015. New trends are shaping the international environment, suggesting that the world emerging from the recent economic and financial crisis will probably be very different from the one we have known so far. The emerging issues demand new concerted responses and new international efforts, which will have to be framed by new rules and more democratic and inclusive mechanisms of global governance. Global Public Governance is a text written for students, scholars and lay people interested in learning about this global system, which emerged and has evolved in response to global challenges that no one actor can effectively address. Drawing on what has been published over the last several decades, this text highlights the importance of states and nonstate actors seeking to provide global public goods through collective action. Covering conceptual, theoretical, and empirical issues, as well as eight main themes — global security, human rights, global criminal justice, global health, global education, global finance, global trade, and the global environment — this text offers a comprehensive treatment of global public governance. It concludes that the current system remains far from effective, but world government is not a better alternative. In short, this text proposes a regional approach to global public governance.

This book indicates the shortcomings of the current international legal system and customary international norms that govern international aviation law to comply with contemporary air transport market realities. As the air transport market develops globally, the safety regime of civil aviation should also be governed and applied globally. In this book, the author departs from current international legal norms to examine the emerging legal field of global administrative law. Through that lens, the possibility of reconstructing the set of legal mechanisms that govern domestic and international administrative interaction in the global field of aviation safety is explored. This book demonstrates that a legal system is never complete but always develops in tandem with changing needs, i.e. the participation of the affected parties. Exploring the principles of GAL theory contributes to addressing the contemporary legal issues relating to state compliance with international aviation safety standards that would otherwise not be covered by customary international law. In particular, the principles of GAL theory regarding global governance and the ‘public’ character of global regulations, the role of individuals and states in global governance, and state sovereignty are considered valuable contributions to contemporary global aviation safety issues in practice. It is asserted in this book that proper checks and balances in global aviation safety can be improved by making these accessible to individuals by way of national courts. Finally, establishing public awareness of global aviation safety standards will eventually create greater pressure on states to implement and enforce them. The global economic crisis of 2008-2009 exposed systemic failings at the core of economic policy making worldwide. The crisis came on top of several other crises, including skyrocketing and highly volatile world food and energy prices and climate change. This book argues that new policy approaches are needed to address such devastating global development challenges and to avoid the potentially catastrophic consequences to livelihoods worldwide that would result from present approaches. This volume summarizes, synthesizes, updates, and contextualizes Turkey’s multiple roles in global governance. As a result of various political, economic, cultural and technological changes occurring in the international system, the need for an effective and appropriate global governance is unfolding. In such an environment, Turkey’s and other rising/middle powers’ initiatives appear to be indispensable for rendering the existing global governance mechanisms more functional and effective. This research paper looks at the crises in international agricultural markets during the last decade and draws out some lessons. Although crop prices continue to be volatile, the bout of high prices/high volatility ended by 2015. The initial rapid rise of prices was not predicted, and surprised both market players and the international community more broadly. Considerable policy attention was focused on the crisis, by the UN broadly, by FAO and its members, by G20 heads, agricultural groups, and national governments. Attention by investors was also significant, as rates of return rose. The links of higher prices to growing population, incomes, energy/biofuels, dietary mix, combined with concerns for future sustainability and climate change, drew substantial concern. The main causes of higher and more volatile prices are now reasonably well understood, particularly the critical role played by adverse domestic policy reaction. However, the impact of higher prices is less well understood. Indicators of food insecurity now appear to show less impact than originally estimated, and supply response bringing prices down appears to have been higher than anticipated. International governance institutions have learned that timely cooperation of data and sharing of policy actions are crucial in times of market shocks. The paper draws from recent data and interviews with various analysts to draw out lessons for understanding markets, the need for timely data and indicators, and the roles for governance institutions.
