Global Health And International Relations

eBook Download

BOOK EXCERPT:

The long separation of health and International Relations, as distinct academic fields and policy arenas, has now dramatically changed. Health, concerned with the body, mind and spirit, has traditionally focused on disease and infirmity, whilst International Relations has been dominated by concerns of war, peace and security. Since the 1990s, however, the two fields have increasingly overlapped. How can we explain this shift and what are the implications for the future development of both fields? Colin McInnes and Kelley Lee examine four key intersections between health and International Relations today - foreign policy and health diplomacy, health and the global political economy, global health governance and global health security. The explosion of interest in these subjects has, in large part, been due to "real world" concerns - disease outbreaks, antibiotic resistance, counterfeit drugs and other risks to human health amid the spread of globalisation. Yet the authors contend that it is also important to understand how global health has been socially constructed, shaped in theory and practice by particular interests and normative frameworks. This groundbreaking book encourages readers to step back from problem-solving to ask how global health is being problematized in the first place, why certain agendas and issue areas are prioritised, and what determines the potential solutions put forth to address them? The palpable struggle to better understand the health risks facing a globalized world, and to strengthen collective action to deal with them effectively, begins - they argue - with a more reflexive and critical approach to this rapidly emerging subject.

BOOK EXCERPT:

The world’s problems are indeed world problems: social and environmental crises, global trade and politics, and major epidemics are making public health a pressing global concern. From this constantly changing scenario, global health diplomacy has evolved, at the intersection of public health, international relations, law, economics, and management—a new discipline with transformative potential. Global Health Diplomacy situates this concept firmly within the human rights dialogue and provides a solid framework for understanding global health issues and their negotiation. This up-to-the-minute guide sets out defining principles and the current agenda of the field, and examines key relationships such as between trade and health diplomacy, and between global health and environmental issues. The processes of global governance are detailed as the UN, WHO, and other multinational actors work to address health inequalities among the world’s peoples. And to ensure maximum usefulness, the text includes plentiful examples, discussion questions, reading lists, and a glossary. Featured topics include: The legal basis of global health agreements and negotiations. Global public goods as a foundation for global health diplomacy. Global health: a human security perspective. Negotiating And Navigating Global Health Case Studies In Global Health Diplomacy

eBook Download

BOOK EXCERPT:

Diplomacy is undergoing profound changes in the 21st century, and global health is one of the areas where this is most apparent. The negotiation processes that shape and manage the global policy environment for health are increasingly conducted not only between public health experts representing health ministries of nation states but include many other major players at the national level and in the global arena. These include philanthropists and public-private players. As health moves beyond its purely technical realm to become an ever more critical element in foreign policy, security policy, and trade agreements, new skills are needed to negotiate global regimes, international agreements and treaties, and to maintain relations with a wide range of actors. The intent of this book is to provide learning tools for today's broad group of “new health diplomats” in the landscape of this ever-shifting, complex technical and political arena. The case studies are told as the negotiations were experienced by individuals who participated in the various debates, dialogues, negotiations, or by experts who have studied them. This collection fills an important gap in both knowledge and practice providing insight on how negotiations on global health issues have transpired, the successes, challenges, failures, tools and frameworks for negotiation, mechanisms of policy coherence, ways to achieve global health objectives internationally, and how global health diplomacy used as a foreign policy tool can improve relations between nations.

The Oxford Handbook Of Global Health Politics

eBook Download

BOOK EXCERPT:

Protecting and promoting health is inherently a political endeavor that requires a sophisticated understanding of the distribution and use of power. Yet while the global nature of health is widely recognized, its political nature is less well understood. In recent decades, the interdisciplinary field of global health politics has emerged to demonstrate the interconnections of health and core political topics, including foreign and security policy, trade, economics, and development. Today a growing body of scholarship examines how the global health landscape has both shaped and been shaped by political actors and structures. The Oxford Handbook of Global Health Politics provides an authoritative overview and assessment of research on this important and complicated subject. The volume is motivated by two arguments. First, health is not simply a technical subject, requiring evidence-based solutions to real-world problems, but an arena of political contestation where norms, values, and interests also compete and collide. Second, globalization has fundamentally changed the nature of health politics in terms of the ideas, interests, and institutions involved. The volume comprises more than 30 chapters by leading experts in global health and politics. Each chaper provides an overview of the state of the art on a given theoretical perspective, major actor, or global health issue. The Handbook offers both an excellent introduction to scholars new to the field and also an invaluable teaching and research resource for experts seeking to understand global health politics and its future directions.

Disease Diplomacy

eBook Download

BOOK EXCERPT:

Have the revised International Health Regulations allowed states to rise to the challenge of delivering global health security? In the age of air travel and globalized trade, pathogens that once took months or even years to spread beyond their regions of origin can now circumnavigate the globe in a matter of hours. Amid growing concerns about such epidemics as Ebola, SARS, MERS, and H1N1, disease diplomacy has emerged as a key foreign and security policy concern as countries work to collectively strengthen the global systems of disease surveillance and control. The revision of the International Health Regulations (IHR), eventually adopted by the World Health Organization’s member states in 2005, was the foremost manifestation of this novel diplomacy. The new regulations heralded a profound shift in international norms surrounding global health security, significantly expanding what is expected of states in the face of public health emergencies and requiring them to improve their capacity to detect and contain outbreaks. Drawing on Martha Finnemore and Kathryn Sikkink’s “norm life cycle” framework and based on extensive documentary analysis and key informant interviews, Disease Diplomacy traces the emergence of these new norms of global health security, the extent to which they have been internalized by states, and the political and technical constraints governments confront in attempting to comply with their new international obligations. The authors also examine in detail the background, drafting, adoption, and implementation of the IHR while arguing that the very existence of these regulations reveals an important new understanding: that infectious disease outbreaks and their management are critical to national and international security. The book will be of great interest to academic researchers, postgraduate students, and advanced undergraduates in the fields of global public health, international relations, and public policy, as well as health professionals, diplomats, and practitioners with a professional interest in global health security.

Investigating The Significance Of Global Health As The New Agenda In International Relations

eBook Download

BOOK EXCERPT:

The study aims to investigate the importance of global health as the new agenda in international relations and evaluate the particular healthcare strategies and steps adopted by the UAE government in lieu of global health diplomacy or enhanced international relations. The four major research objectives are: To explore the significance and credibility of global health diplomacy today; To identify the healthcare actions sought and implemented by the UAE government in light of global health diplomacy or IR; To evaluate efficiency of these healthcare actions in fostering international relations and resolving severe health challenges. The answer [sic] to these objectives are gathered via a mixed method research, including both qualitative and quantitative study. Thus, research data was collected via both primary and secondary sources. Twelve secondary sources such as previous journals, articles and research materials on chosen research topic were reviewed to gather extensive and valid secondary data. For gathering primary data, a detailed survey was undertaken on 51 employees currently working in the UAE Ministry of Foreign Affairs and International Cooperation. The participants were asked to fill the questionnaire to share their response, which was further analyzed empirically to gather accurate inferences. Responses gathered show that there is a strong and intricate link between healthcare and international relations in the UAE context. Maximum respondents said that the UAE acknowledges and addresses the global health concern today by considering health as the new agenda in international relations and emphasizing majorly on global health diplomacy. This position and association between health and IR proves highly beneficial and advantageous for the country in the regional, national as well as international level. Findings also show that global health diplomacy and effective health policies adopted by the UAE government helps in generating significant national and international benefits for citizens and improving UAE’s bilateral, political and diplomatic relationship with other countries. Clearly, this research concludes global health plays a major and very essential role in UAE’s international relations.

Routledge Handbook On The Politics Of Global Health

eBook Download

BOOK EXCERPT:

In the early twenty-first century, key public health issues and challenges have taken centre stage on the global scene, and health has been placed at the heart of our collective aspirations for human development and well-being. But significant debate exists not only about the causes, but also about the possible solutions for nearly all of the most important global health challenges. Competing visions of the values and perspectives that should underlie global health policies have emerged, ranging from an emphasis on cost eff ectiveness and resource constraints on one extreme, to new calls for health and human rights, and renewed calls for health and social justice on the other. The role of different intergovernmental agencies, bilateral or unilateral donors, public or private institutions and initiatives, has increasingly been called into question, whilst the spread of neoliberal policies and programmes, and existing international trade regimes and intellectual property rights, are deeply implicated in relation to global health responses. This volume critically evaluates how the global health industry has evolved and how the interests of diverse political and economic stakeholders are shaping the context of a rapidly changing institutional landscape. Bringing together leading authors from across the world, the Handbook’s eight sections explore: • Critical perspectives on global health • Globalisation, neoliberalism, and health systems • The changing shape of global health governance • Development assistance and the politics of global health • Scale-up, scale-down, and the sustainability of global health programmes • Intellectual property rights, trade relations, and global health • Humanitarian emergencies and global health politics • Human rights, social justice, and global health The Routledge Handbook on the Politics of Global Health addresses both the emerging issues and conceptualisations of the political strategies, policy-making processes, and global governance of global health, along with expanding upon and highlighting the critical priorities in this rapidly evolving field. It provides an authoritative overview for students, practitioners, researchers, and policymakers working in or concerned with the politics of public health around the globe.
