The long separation of health and International Relations, as distinct academic fields and policy arenas, has now dramatically changed. Health, concerned with the body, mind and spirit, has traditionally focused on disease and infirmity, whilst International Relations has been dominated by concerns of war, peace and security. Since the 1990s, however, the two fields have increasingly overlapped. How can we explain this shift and what are the implications for the future development of both fields? Diplomacy is undergoing profound changes in the 21st century, and global health is one of the areas where this is most apparent. Have the revised International Health Regulations allowed states to rise to the challenge of delivering global health security? In the age of air travel and globalized trade, pathogens that once took months or even years to spread beyond their regions of origin can now circumnavigate the globe in a matter of hours. Amid growing concerns about such epidemics as Ebola, SARS, MERS, and H1N1, disease diplomacy has emerged as a key foreign and security policy concern as countries work to collectively strengthen the global systems of disease surveillance and control. The revision of the International Health Regulations (IHR), eventually adopted by the World Health Organization’s member states in 2005, was the foremost manifestation of this novel diplomacy. The new regulations heralded a profound shift in international norms surrounding global health security, significantly expanding what is expected of states in the face of public health emergencies and requiring them to improve their capacity to detect and contain outbreaks. Drawing on Martha Finnemore and Kathryn Sikkink’s “norm life cycle” framework and based on extensive documentary analysis and key informant interviews, Disease Diplomacy traces the emergence of these new norms of global health security, the extent to which they have been internalized by states, and the political and technical constraints governments confront in attempting to comply with their new international obligations. The authors also examine in detail the background, drafting, adoption, and implementation of the IHR while arguing that the very existence of these regulations reveals an important new understanding: that infectious disease outbreaks and their management are critical to national and international security. The study aims to investigate the importance of global health as the new agenda in international relations and evaluate the particular healthcare strategies and steps adopted by the UAE government in lieu of global health diplomacy or enhanced international relations. The four major research objectives are: To explore the significance and credibility of global health diplomacy today; To identify the healthcare actions sought and implemented by the UAE government in light of global health diplomacy or IR; To evaluate efficiency of these healthcare actions in fostering international relations and resolving severe health challenges. The answer [sic] to these objectives are gathered via a mixed method research, including both qualitative and quantitative study. Thus, research data was collected via both primary and secondary sources. Twelve secondary sources such as previous journals, articles and research materials on chosen research topic were reviewed to gather extensive and valid secondary data. For gathering primary data, a detailed survey was undertaken on 51 employees currently working in the UAE Ministry of Foreign Affairs and International Cooperation. The participants were asked to fill the questionnaire to share their response, which was further analyzed empirically to gather accurate inferences. Responses gathered show that there is a strong and intricate link between healthcare and international relations in the UAE context. Maximum respondents said that the UAE acknowledges and addresses the global health concern today by considering health as the new agenda in international relations and emphasizing majorly on global health diplomacy. This position and association between health and IR proves highly beneficial and advantageous for the country in the regional, national as well as international level. Findings also show that global health diplomacy and effective health policies adopted by the UAE government helps in generating significant national and international benefits for citizens and improving UAE’s bilateral, political and diplomatic relationship with other countries. Clearly, this research concludes global health plays a major and very essential role in UAE’s international relations.
