This Adelphi Paper is the first concise yet comprehensive analysis of the role of the G8 in international peace and security. It argues that the G7/8 has a long and impressive history in the field of international security. The G7/8 has, for example, spearheaded the introduction of "low politics" and "soft security" to the top table of great power diplomacy and integrated Japan and, later Russia, into the realm of Western security discussions. In questions of war and peace the G8 does not command the legitimacy of the UN Security Council but, for the international community, is a more acceptable vehicle than unilateral action. As such the G8 can be seen as a note-worthy "second best" option after the UN Security Council. This Paper further argues that China should be admitted into the G8 first as an observer and later as a member. There is also a strong argument for the European Union to have one seat at the G8 even if such a change does not seem realistic today. The G8 bears great resemblance to the 19th century Concert of Europe. Whether it will assume a similar role in the 21st century depends in the final analysis on whether the United States welcomes such a role for the G8.

Necessity and proportionality hold a firm place in the international law governing the use of force by states, as well as in the law of armed conflict. However, the precise contours of these two requirements are uncertain and controversial. The aim of Necessity and Proportionality in International Peace and Security Law is to explore how necessity and proportionality manifest themselves in the modern world under the law governing the use of force and the law of armed conflict, and how they relate to each other. The book explores the ways in which necessity and proportionality are applied in practice and addresses pressing legal issues in the law on the use of force, including the controversial "unwilling and unable" test for the use of force in self-defense, drones and targeted killing, the application of this legal regime during civil war, and the need for further transparency in states' justification for the use of force in self-defense. The analysis of the role of military necessity within the law of armed conflict on the modern battlefield focuses on the history and nature of the principle of military necessity, the proper application of the principle of proportionality, how commanders should account for mental harm in calculating proportionality, and the role artificial intelligence and autonomous weapons systems may play in proportionality analysis. This interdisciplinary book explores how the policy goal of gender equality operates in arguably the most masculinist area of politics: peace and security. Gender equality was set on the international peace and security agenda with the adoption of UN Security Council Resolution 1325 in 2000 and the inception of the Women, Peace, and Security (WPS) agenda. Celebrated internationally as an outcome of feminist advocacy efforts, the WPS agenda has over time become a site of contestation. Security institutions have questioned the placement of the gender equality objective within the peace and security sector, whereas feminist advocates have expressed their concerns about the capacity of security institutions to support gender equality in meaningful ways. Drawing on insights of nearly seventy UN, government, international and local civil society experts, the book offers a systematic take on key gender equality debates within the WPS agenda in the case studies of UN Security Council, ASEAN and Pacific Islands Forum, and Governments of the Philippines and Australia. By looking back at the dilemmas of gender equality policymaking and their paradoxical effects in conflict and post-conflict situations, the book also looks forward to the third decade of the WPS agenda and the long-term impact of the agenda on the political struggle for gender equality in peace and security.
