"The categories commonly mobilized to think about education have long been associated with the notion of the nation state, and functioned as obstacles, rather than resources, for our understanding of how globalization plays out in this particular field. In the last two decades, both social theory and comparative politics have attempted to overcome these limitations in their own way. Social theory increasingly acknowledged education as a global phenomenon. Theories have been developed to describe a global society evolving across borders. They show how, through processes that remain debated (cultural isomorphism, capitalism, functional differentiation), a number of structural and semantic evolutions have spread across education systems. Part I of this Handbook is dedicated to presenting, discussing, and comparing three such theories of globalization and their implications for our understanding of education and education policy. Comparative politics has for its part concerned itself with developing a more complex, less unified and 'transformationalist' view of the State by acknowledging the fragmentation and distribution of its functions among distinct domains and levels. Part II gravitates around this global constellation, with chapters focusing on global reforms, norms and ideas put forward by supranational organizations, on international accountability processes and on the ways in which nation states or local actors adopt, implement or resist global ideas and reforms. ‘Development and Semi-periphery’ presents a collection of articles that focus on comparative analysis of development trajectories in the semi-peripheral countries of South America and Central Eastern Europe. As opposed to the transitology studies that were prevalent in the 1990s, and that treated the neoliberal context in these two regions separately, the articles in this book instead offer a new comparative analysis focusing on the consequences of neoliberal reforms and the new actors that deal with their results. The essays discuss the various forms of state that have unfolded in different peripheral countries, their role in the social engineering of economic models and social policies, and the impact of state capacities and ideas on institutional innovation. The volume also compares transformations in political culture, collective identities and contentious politics in both areas.

This book assesses the relationship between cosmopolitanism and sovereignty. Often considered to be incompatible, it is argued here that the two concepts are in many ways interrelated and to some extent rely on one another. This book presents the culmination of a 14-year pathbreaking research project examining the risks of civilisation collapse and potential solutions to avoid such an outcome. A profound diagnosis reveals that the root issue lies in the widening rift between the hard and social sciences, which have proven largely ineffective at managing the deficiencies of the former. Of course, the prevailing strategies, structures, and human resource management processes of modern nations have also played a significant role in destabilising societies. In economics, we still operate on principles of partial and general equilibrium, whereas we urgently need to adopt the global equilibrium framework proposed here. As things stand currently, we face two major failings in confronting this crisis. First, we lack the knowledge to overcome the existential threats before us. Second, the forces calling for change have adopted inadequate strategies, organisations, and leadership compared to the well-oiled machinery of the status quo. What we need is to jointly develop the missing knowledge and use it to take appropriate action, beginning with the creation of a new discipline, Global Science, to make sense of it all.

This new volume shows how state sovereignty is more fluid and contested than is usually appreciated within both conventional and constructivist literature. Whereas previous constructivist works have investigated the temporal contingency of state sovereignty, the spatial contingency of this concept has been neglected. This book tackles this situation, showing the reader how the meaning of state sovereignty was constituted differently in the case of the intervention in Kosovo and the case of non-intervention in Algeria in the late 1990s. This essential study clearly and concisely: takes existing constructivist and poststructuralist work on state sovereignty one step further, arguing that state sovereignty not only is open to different constructions over time, but also across space probes further into the conceptual relationships between sovereignty/ intervention, arguing that legitimations of non-intervention also can be analyzed as a practice, which gives meaning and content to the concept of state sovereignty contributes to the emerging debate on the importance of 'methodology' in constructivist studies, turning the philosophical and meta-theoretical assumptions of constructivism and poststructuralism into an informed 'analytical strategy' guiding the book’s empirical discourse analysis.

This book deals with the question of national sovereignty and States' participation in International Organizations, whether traditional or supranational ones. Although there has been much discussion on the problems posed by the transference of sovereignty, this volume provides an original insight in that transfer of state sovereignty is approached as a dynamic process that can be divided into three different phases. Part one, called `the initial phase', focuses on the examination of the domestic legal basis for the transfer of state sovereignty. Part two, `the transfer phase', investigates how the process of transfer evolves within the core of two International Organizations: the United Nations and the European Communities. Part three, `the post-transfer phase', analyses the States' responses to the effects and consequences of the transfer of sovereignty.
