In an increasingly global world, societies are being provisioned from a bewildering array of sources as new countries and new food commodities are drawn into international markets. Globalising Food provides an innovative contribution to the area of political economy of agriculture, food and consumption through a revealing investigation of the globalisation and restructuring of localised agricultural sectors and food systems. The book draws on new theoretical perspectives and wide-ranging case studies from Britain, the USA, India, South Africa, New Zealand and Latin America. The key themes addresses range from giant multinational food corporations, rural industrialisation and World Bank policies, to the regulation of pollution, labour relations, urban food politics and environmental sustainability. Globalising Food offers important insights into the problems, consequences and limits of the industrialisation of agriculture and the provisioning of food in a global world as we approach the new millenium.

Within the international agri-food community at least four theoretical targets are attracting increasing attention. They are: (1) the established notions of networks and commodity chains that are being revisited by way of critical engagement informed by the insights of in-depth empirical work, (2) the metrics of calculation and institutional embedding that underpin the rise and functionality of governance technologies, (3) the place of regional networking in creating conditions that make possible agri-food producer participation in local provisioning and supply, and (4) the geo-historical dimensions of interconnection and interdependency in the agri-food sphere. Sustainable Development is a term of differing definitions. Standing alone, the term is abstract and ambiguous. The meaning most often cited is that adopted by the World Commission on Environment and Development: meeting today’s true needs and opportunities without jeopardizing the integrity of the planetary life-support base – the environment – and diminishing its ability to provide for needs, opportunities, and quality of life in the future. This definition may serve as a general principle, but for a guide to action its components sustainability and development must be given substance: what is to be sustained and what developed? Is development essentially economic or material growth, and is sustainability mostly a means to keep economic growth growing? Consequently, should development represent means toward ecologically sustainable ends? The concept of ecological sustainability has been advanced as a restriction on economic development. It follows therefore that principles of sustainable development depend upon how the term is understood and how it is put into practice. Even so the definition of the World Commission on Environment and Development, given the adequate definition of variable needs, provides the most reliable principle for testing the qualitative and ecological sustainability of development proposals. This book provides a historical and analytical account of changes in the seafood supply chain in Britain from the mid-twentieth century to the present, looking at the impact of various types of governance. The governance of marine fisheries has been a contested issue for decades with increasing anxieties about overfishing. In tandem, the rise of aquaculture, fish and shellfish farming, has driven another set of environmental concerns. In the food system, there have been scandals about safety failures and about fraud. At the same time, governments issue advice urging people to eat fish for its health benefits. In the context of these problems and contradictions, how have governments, the food industry and ordinary consumers responded? The author shows how different types of governance and regulation have been used to seek seafood sustainability and food safety and to communicate nutritional messages to the public and with what effects. The book also presents a new model for understanding food chains which combines governance and power approaches with an emphasis on understanding the interests served and the resulting balance of public and private benefits. This shows that the role of state regulation should have greater emphasis in governance and agri-food analysis and that theories about supply chain functioning, including the part played by major retailers and civil society, should be modified by a more nuanced understanding of the role of standards and certification systems. Although much of the focus is on the UK and Europe, this book provides key lessons internationally for the governance of seafood and other agri-food supply chains.
