The book follows a first edition published in 1989, which focused on the severe economic crisis Ghana faced during the late 1970s and the early 1980s. In this second edition, the authors extend the review up to the mid-2010s, covering the entire period since independence, with a special focus on shifts in economic policy, starting with the adoption of the Economic Recovery Programme in 1983. Huq and Tribe provide systematic coverage of Ghanaian economic development since its independence, reviewing the two main modes of development that have been practiced; and offer an updated, rich data bank. As Ghana approaches its 60th birthday, optimism and worries for the future continue to be present in equal measure. Economic growth in the last decade has been high by historical standards. Indeed, recent rebasing of GDP figures has put Ghana over the per capita income threshold into Middle Income Country status. However, structural transformation has lagged behind. Fiscal discipline has also eroded significantly and there is heavy borrowing, especially on the commercial market, while elements of the natural resource curse from oil have already occurred. The question most observers ask is whether the gains from two decades of reforms are being reversed. Given this background, this volume brings together leading established and young economists, from within and outside Ghana, to analyze and assess the challenges facing Ghana's economy as it enters its seventh decade and the nation heads towards three quarters of a century of independence. The chapters cover the major macroeconomic and sectoral issues, including fiscal and monetary policy, trade and industrialization, agriculture and infrastructure. Trade liberalization can create economic opportunities for poor people. But are these opportunities available to men and women equally? Do the gender disparities in access to education, health, credit, and other resources limit the gains from trade and the potential benefits to poor women? This volume introduces the gender dimension into empirical analyses of the links between trade and poverty, which can improve policy making. The collection of chapters in this book is close to an ideal macro-micro evaluation technique that explicitly assesses the importance of gender in determining the poverty effects of trade shocks. Part I, relying on ex ante simulation approaches, focuses on the macroeconomic links between trade and gender, where labor market structure and its functioning play a key role. Part II concentrates on micro models of households and attempts to identify the ex post effects of trade shocks on household income levels and consumption choices. Globalization and Development is a "cross-national study" on the "interstate dispersion" of the impacts (on growth, inequality and poverty) that international economic integration provides to the economies of the developing countries. First published in 1997, this volume looks at the rationale for, the implementation of, and the economic and social effect of the World Bank Structural Adjustment Policy (SAP) in Ghana from the early 1980s to the early 1990s. It shifts the focus from a primarily economic evaluation of these programmes and includes issues such as their impact on vulnerable groups within the Ghanaian society and on poverty in general. Therefore, it must be asked whether the ‘ordinary Ghanaian’ has gained anything from any wealth creation in Ghana. The book will be useful for both academic and policy purposes.

The stakes of the poor in trade policy are large: Free trade can help 500 million people escape poverty and inject $200 billion annually into the economies of developing countries, according to author William R. Cline. This book provides a comprehensive analysis of the potential for trade liberalization to spur growth and reduce poverty in developing countries. It quantifies the impact on global poverty of industrial-country liberalization, as well as liberalization by the developing countries. Half or more of the annual gains from trade would come from the removal of industrial-country protection against developing-country exports. By removing their trade barriers, industrial countries could convey economic benefits to developing countries worth about twice the amount of their annual development assistance. By helping developing countries grow through trade, moreover, industrial countries could lower costs to consumers for imports and realize other economic efficiencies. The study estimates that free trade could reduce the number of people earning less than $2 per day by about 500 million over 15 years. This would cut the world poverty level by 25 percent. Cline judges that the developing countries were right to risk collapse of the Doha Round at the Cancun ministerial meeting in September 2003 by insisting on much deeper liberalization of agriculture than the industrial countries were then willing to offer. The study calls for a two-track strategy: first, deep multilateral liberalization involving phased but complete elimination of industrial-county protection and deep reduction of protection by at least the middle-income developing countries, albeit on a more gradual schedule; and second, immediate free entry for imports from "high risk" low-income countries (heavily indebted poor countries, least developed countries, and sub-Saharan Africa), coupled with a 10-year tax holiday for direct investment in these countries.
