Beginning with volume 41 (1979), the University of Texas Press became the publisher of the Handbook of Latin American Studies, the most comprehensive annual bibliography in the field. Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 130 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and research under way in specialized areas. This volume brings together studies of the small number of previously established states that have retained and/or restored democracy despite - in many cases - formidable economic, social or political challenges. It seeks to establish common themes, whether or not they appear to fit a grand casual theory. It is, after all, the very adaptability of democratic systems that characterises their persistence, durability and resilience.

The Commonwealth Caribbean comprises a group of countries (mainly islands) lying in an arc between Florida in the north and Venezuela in the south. Varying widely in terms of their size, population, ethnic composition and economic wealth, these countries are, nevertheless, linked by their shared experience of colonial rule under the British Empire and their decision, upon attaining independence, to adopt a constitutional system of government based on the so-called 'Westminster model'. Since independence these countries have, in the main, enjoyed a sustained period of relative political stability, which is in marked contrast to the experience of former British colonies in Africa and Asia. This book seeks to explore how much of this is due to their constitutional arrangements by examining the constitutional systems of these countries in their context and questioning how well the Westminster model of democracy has successfully adapted to its transplantation to the Commonwealth Caribbean. While taking due account of the region's colonial past and its imprint on postcolonial constitutionalism, the book also considers notable developments that have occurred since independence. These include the transformation of Guyana from a parliamentary democracy to a Cooperative Republic with an executive president; the creation of a Caribbean Single Market and Economy and its implications for national sovereignty; and the replacement of the Judicial Committee of the Privy Council by the Caribbean Court of Justice as the final court of appeal for a number of countries in the region. The book also addresses the resurgence of interest in constitutional reform across the region in the last two decades, which has culminated in demands for radical reforms of the Westminster model of government and the severance of all remaining links with colonial rule.

The Caribbean, like regions elsewhere, is caught in what has been called democracy's global "Third Wave." In this volume, contributors examine the nature of democratization in the region together with its affiliate, human rights. The aim is to extend the analysis and debates beyond political democracy and civil and political rights to consider also economic democracy and economic and social rights. Early chapters address issues and dilemmas common to the democracy and human rights landscape throughout the region. In particular, economic crisis, drug trafficking, and political instability continue to threaten the region's very healthy democracy human rights profiles. Next, contributors consider how the form of Caribbean democracy and the status of human rights have been influenced by foreign actors and external developments. Particular attention is paid to the role of the Organization of American States, the United Nations, nongovernmental organizations, and international law. Because the democracy and human rights challenges and dynamics vary across countries, the work also offers extensive single-country assessments.

In Constructing Democratic Governance, Jorge I. Dominguez and Abraham F. Lowenthal bring together a distinguished group of scholars to assess how well democracy has been working in this volatile part of the world. The authors find that serious problems still plague these new democracies. Democratic innovations are proliferating in politics, governance, policy, and public administration. These new processes of public participation are reimagining the relationship between citizens and institutions. This Handbook advances understanding of democratic innovations, in theory and practice, by critically reviewing their importance throughout the world. The overarching themes are a focus on citizens and their relationship to these innovations, and the resulting effects on political equality. The major objective of this publication is to provide an account and interpretation of the historical development of the region from around 1930 to the end of the century. Within its compass are the "turbulent thirties", including the Cuban Revolution of 1933 and the labour protests in the British Caribbean of 1934; the strategic position occupied by the region during the Second World War; the development of proletarian movements and trade unions and their links with political parties; decolonization; political evolution in the French and Dutch Caribbean, and the "turn to the left" made in the 1970s by a number of Anglophone Caribbean countries, notably Grenada. Also examined are the Castro Revolution and its aftermath to the 1990s; ethnicity and race consciousness and their effects in uniting or dividing communities and nations; international relations and regional co-operation; changes in social and demographic structures (including the role and status of women); education, migration and urbanization; and the beliefs and cultural experiences which underpin Caribbean identity. The final chapter provides an overall survey of changes in the quality of life in the Caribbean during the twentieth century.
