Delivering on the Sustainable Development Goals (SDGs) is a formidable governance challenge for countries at all levels of development. It requires governments to co-ordinate, consult and work across policy areas – as well as with the businesses sector and civil society – in an unprecedented way. This report provides evidence from OECD countries and partner economies on how public governance practices can be strengthened to help implement the SDGs. It looks at whole-of-government co-ordination, policy coherence and integrity, stakeholder engagement and open government, and the strategic use of budgeting, procurement and regulatory tools.

The basic function of companies is to add value to society. Profits are a means to an end, not an end in itself. The ability of companies to innovate, scale and invest provides them with a powerful base for positive change. But companies are also criticized for not contributing sufficiently to society’s grand challenges. An increasingly VUCA (Volatile, Uncertain, Complex and Ambiguous) world creates serious governance gaps that not only require new ways of regulation, but also new ways of doing business. This book addresses the increasingly urgent question: How can governments be made more accountable for the quality of their environmental stewardship? It explores: Enhanced national State of the Environment reporting and integration of environmental outcomes in key national indicators. Mainstreaming environmental goals, targets, and risks by integrating them in fiscal policy and the annual budget—a government’s most important policy instrument. Promoting sustainability by progressively exposing and eliminating harmful tax and expenditure policies, putting a price on pollution, and providing environmental public goods. Civil society environmental monitoring. The book combines in-depth assessment of the latest climate/green budgeting literature and country practices with discussion of how to implement green fiscal policies. The framework is deliberately ambitious given the severity, scale, and urgency of climate change and biodiversity loss. The book will be of interest to ministry of finance, budget, and planning officials, to environment sector agencies, oversight institutions, international organizations, civil society organizations, and to academics and students in the fields of environmental studies, development studies, economics, public finance, and public policy.

Pursuing sustainable development requires a whole-of-society effort, where the public sector engages with citizens, the private sector and civil society organisations. With this goal in mind, in 2014, the Nuevo León (Mexico) government created the Nuevo León’s Council for Strategic Planning to develop, inter alia, a 2015-2030 Strategic Plan.

This book seeks to revise and challenge the roles and traditional realms of influence that national and local governments, and businesses at a critical juncture in terms of achieving sustainable development, faces when tackling the dual challenges of climate change and post-COVID recovery. Using the broader lens of the 2030 UN Sustainable Development Goals (SDGs) to assess the roles and responsibilities of each of these stakeholders and their relationships, the book offers policy, economic arguments, case studies and examples to argue that neither national or local governments, nor companies, could afford to deviate from the SDGs in the recovery from the current crisis, nor that the imperative of bold climate action should detract from the broader focus on sustainability. The analysis frames the debate of how a balance between people, planet, and profits can be achieved and how nations, regions and cities, and businesses, with their representative organizations, can achieve a sustainable recovery from the current global crisis, and contribute to climate smart, resilient and inclusive development.

The interconnected challenges of our times call for a coherent and multidimensional approach to public governance. The OECD Policy Framework on Sound Public Governance provides governments at all levels with an integrated diagnostic, guidance and benchmarking tool that aims to improve the quality of public governance – an objective that takes on immediate strategic importance for governments as they strive to manage the COVID-19 crisis and plan for a sustainable and inclusive recovery.

The 2019 edition of Policy Coherence for Sustainable Development looks at countries’ efforts to meet this challenge and identifies opportunities for accelerating progress. The third in a series, it shows how integrated and coherent policies, supported by strong institutional and governance mechanisms, can contribute to empowering people and ensuring inclusiveness and equality.

This edition of the OECD Secretary-General's Report to Ministers outlines the main achievements of the OECD in 2019. It describes the OECD’s work on economics, employment, education, health, inequalities, the environment, tax and many other fields in the context of a rapidly changing world. It includes the activities of the Secretary-General and his office, as well as those of OECD directorates, agencies, special entities and advisory committees.

Cross-cutting global and regional challenges have triggered or reinforced efforts by government in the Middle East and North Africa to undertake public governance reforms. These reforms aim to build sustainable and resilient administrations that better meet development objectives and citizens’ expectations. To support these efforts, the report looks at developments in key areas of public governance in the Middle East and North Africa over the past decade. It discusses governments’ strategic commitments, governance arrangements, capacities and practices to implement public governance reforms to achieve four main objectives: (1) growing sustainably; (2) spending public resources efficiently; (3) delivering services effectively; and (4) promoting open and inclusive societies. The report provides general strategic orientations and identifies areas of opportunity that can be adapted to different contexts, needs and priorities.
