Upon coming to power in 1949, the Chinese Communist government proclaimed that its stance toward ethnic minorities--who comprise approximatelyeight percent of China’s population--differed from that of previous regimes and that it would help preserve the linguistic and cultural heritage of the fifty-five official "minority nationalities." However, minority culture suffered widespread destruction in the early decades of the People’s Republic of China, and minority areas still lag far behind Han (majority) areas economically. Since the mid-1990s, both domestic and foreign developments have refocused government attention on the inhabitants of China’s minority regions, their relationship to the Chinese state, and their foreign ties. Intense economic development of and Han settlement in China’s remote minority regions threaten to displace indigenous populations, post-Soviet establishment of independent countries composed mainly of Muslim and Turkic-speaking peoples presents questions for related groups in China, freedom of Mongolia from Soviet control raises the specter of a pan-Mongolian movement encompassing Chinese Mongols, and international groups press for a more autonomous or even independent Tibet. In Governing China’s Multiethnic Frontiers, leading scholars examine the Chinese government’s administration of its ethnic minority regions, particularly border areas where ethnicity is at times a volatile issue and where separatist movements are feared. Seven essays focus on the Muslim Hui, multiethnic southwest China, Inner Mongolia, Xinjiang, and Tibet. Together these studies provide an overview of government relations with key minority populations, against which one can view evolving dialogues and disputes.

The People's Republic of China claims to have 22,000 kilometres of land borders and 18,000 kilometres of coast line. How did this vast country come into being? The state credo describes an ancient process of cultural expansion: border peoples gratefully accept high culture in China and become inalienable parts of the country. Connectivity, as well as conflict, characterizes Eurasia. This edited volume explores dynamic geopolitical and geo-economic links reconfiguring spaces from the eastern edge of Europe through the western edge of Asia, seeking explanation beyond description. The ancient Silk Road tied together space, much as pipelines, railroads, telecommunications infrastructure, and similar cultural and constructed links ease the mobility of people and products in modern Eurasia. This book considers Eurasia along an interlinked corridor, with chapters illustrating the connections as a discussion foundation focusing on the shared interactions of a set of nation states through time and across space, generating more positive considerations of the resurgently important region of Eurasia. China’s interests fall into three chapters: the southeastern border with Vietnam, the southwestern Himalayan edge, and the western Muslim regions. Russia’s recovery relates events to a larger landmass context and focuses on the importance of historic mobility. A geo-history of the Caspian considers this petroleum-rich area as a zone of cultural and economic interconnection. The final focus on Central Asia treats the traditional heart of “Eurasia”. Only fifty years ago, Tibetan medicine, now seen in China as a vibrant aspect of Tibetan culture, was considered a feudal vestige to be eliminated through government-led social transformation. Medicine and Memory in Tibet examines medical revivalism on the geographic and sociopolitical margins both of China and of Tibet�s medical establishment in Lhasa, exploring the work of medical practitioners, or amchi, and of Medical Houses in the west-central region of Tsang. Due to difficult research access and the power of state institutions in the writing of history, the perspectives of more marginal amchi have been absent from most accounts of Tibetan medicine. Theresia Hofer breaks new ground both theoretically and ethnographically, in ways that would be impossible in today�s more restrictive political climate that severely limits access for researchers. She illuminates how medical practitioners safeguarded their professional heritage through great adversity and personal hardship.

Longlisted for the 2009 ICAS Book Award Mountainous Liangshan Prefecture, on the southern border of Sichuan Province, is one of China's most remote regions. Although Liangshan's majority ethnic group, the Nuosu (now classified by the Chinese government as part of the Yi ethnic group) practiced a subsistence economy and were, by Chinese standards, extremely poor. Their traditional society was stratified into endogamous castes, the most powerful of which owned slaves. With the incorporation of Liangshan into China's new socialist society in the mid-twentieth century, the Nuosu were required to abolish slavery and what the Chinese government considered to be superstitious religious practices. When Han Chinese moved into the area, competing with Nuosu for limited resources and introducing new cultural and economic challenges, some Nuosu took advantage of China's new economic policies in the 1980s to begin private businesses. In Doing Business in Rural China, Thomas Heberer tells the stories of individual entrepreneurs and presents a wealth of economic data gleaned from extensive fieldwork in Liangshan. He documents and analyzes the phenomenal growth during the last two decades of Nuosu-run businesses, comparing these with Han-run businesses and asking how ethnicity affects the new market-oriented economic structure and how economics in turn affects Nuosu culture and society. He finds that Nuosu entrepreneurs have effected significant change in local economic structures and social institutions and have financed major social and economic development projects. This economic development has prompted Nuosu entrepreneurs to establish business, political, and social relationships beyond the traditional social confines of the clan, while also fostering awareness and celebration of ethnicity.

This historical investigation describes the Qing imperial authorities� attempts to consolidate control over the Zhongjia, a non-Han population, in eighteenth-century Guizhou, a poor, remote, and environmentally harsh province in Southwest China. Far from submitting peaceably to the state�s quest for hegemony, the locals clung steadfastly to livelihood choices�chiefly illegal activities such as robbery, raiding, and banditry�that had played an integral role in their cultural and economic survival. Using archival materials, indigenous folk narratives, and ethnographic research, Jodi Weinstein shows how these seemingly subordinate populations challenged state power.

This wide-ranging work, consisting of selected essays of Morris Rossabi, reflects the diverse interests of a leading scholar of China and Inner Asia. It encompasses the eras from the thirteenth century to the present, territories stretching from China to Mongolia to Central Asia and to the Middle East, and religions from Islam to Nestorian Christianity to Judaism and Confucianism in East, Central, and West Asia. Rossabi first challenged the conventional wisdom concerning traditional Chinese foreign relations by showing the pragmatism of Chinese officials who were not bound by Confucian strictures and stereotypes about foreigners and were actually knowledgeable about neighboring regions. His studies of the territories surrounding China led to the discovery of a major omission in historical writing—the lack of a biography of Khubilai Khan, one of the most renowned rulers in Eurasian history. His biography of Khubilai resulted in further studies of the Mongolian legacy on global history and of the significant role of women in the Mongolian empire. His repeated travels in Mongolia, in turn, stimulated an interest in modern Mongolia, especially the turbulence following the turbulence after the collapse of socialism in 1990, a subject he writes about in this book. The need for greater public knowledge and awareness of China, Mongolia, Central Asia, the Silk Roads, and Islam in Asia prompted Rossabi to write general, occasionally pedagogical, articles about these topics for a wider audience.
