BOOK EXCERPT:
Government Accountability: Australian Administrative Law presents a thorough account of the administrative state and the mechanisms that exist to bring it to account for its actions. It contextualises the theory and explanation of administrative law through carefully chosen case studies and events that offer practical examples of the principles discussed and how they are applied. The third edition has been thoroughly updated to incorporate recent legal developments and includes expanded discussion of 'materiality' in the context of jurisdictional error. The examples used illustrate the operation of legal principles and reflect contemporary social and political circumstances. Written by a team of experts, and known for its clear, consistent and straightforward narrative with logical progression, Government Accountability remains a student-friendly guide to complex administrative law concepts. Government Accountability: Australian Administrative Law is accompanied by a casebook, Government Accountability Sources and Materials: Australian Administrative Law, which provides curated cases and primary legal materials with helpful commentary.

BOOK EXCERPT:
The purpose of the book is to investigate parliaments’ capacity to oversee government activities, policies and budget legislation. By analysing the survey data that the World Bank Institute in collaboration with the Inter-Parliamentary Union collected from 120 parliaments, Pelizzo and Stapenhurst show what tools are available to parliaments worldwide, which tools are more or less common, how oversight capacity can be estimated, how oversight capacity is related to other institutional and constitutional factors. In addition to discussing the conditions under which oversight capacity is greater, the authors perform some analyses to assess the policy implications of oversight capacity. Specifically, they look at the impact of oversight capacity on the quality of democracy and on the level of good governance.

BOOK EXCERPT:
Parliaments or legislatures are the keystone of democratic governance and they are critical in securing government accountability. This book presents a comparative analysis of the role of parliamentary committees in securing government accountability in the three largest and most important functioning democracies in South Asia: Bangladesh, India and Sri Lanka. The author compares the nascent democracy of Bangladesh with the stable and vibrant democratic system of India since its independence from the British in 1947 and Sri Lanka's longstanding and established democracy. He argues that in each country, parliament has been able to survive and perform the key parliamentary tasks of representation, legislation, oversight of the executive, conflict resolution and regime maintenance; concluding that parliamentary committees in Bangladesh, India and Sri Lanka do not perform as successfully as their counterparts in the Western world in controlling the government and holding it to account; however, their role in securing government accountability is not irrelevant. Parliamentary Control and Government Accountability in South Asia will be a useful reference for studying third world parliaments in particular.

BOOK EXCERPT:
This book shows the growing phenomenon and the broad impact of socio-environmental conflicts in the grassroots communities—farmers, fishermen and urban poor—in Indonesia, as the effects of government’s development strategies based on neoliberal and New Public Management (NPM) views without a clear accountability system or socio-environmental accountability practices and reports are becoming apparent. Inspired by the emancipatory socio-environmental accounting discourse, which focuses on the socio-local context in developing alternative models of accountability based on local views and people's aspirations, this book uses research methodology based on the principles put forth by Indonesian national hero and critical scholar Tan Malaka to develop a framework of integrated accountability for the local government. This book fills the present gap in English publications that analyse the intents and outcomes of the public management reforms in Indonesia with regard to socio-environmental issues, as a basis for further research at the international level as well as policymaking in Indonesia. As the Indonesian government has recently undertaken key structural and accounting reforms in the public sector, this book is a timely and valuable read for graduate students, researchers,- and policymakers.
