Shortly after the beginning of the 20th century, the federal government entered a new phase -- the rise of the administrative state. Among the forces propelling this development was the Progressive Movement, which sought greater government engagement with and regulation of various sectors of American society. An autonomous Department of Labor, with Cabinet status, was established in 1913, along with the Federal Reserve. The Federal Trade Commission was created the following year. With the entry of the United States into World War I, regulatory activities further expanded, and the number of administrative agencies and federal employees increased. With the post-war era, the expansion of the federal government momentarily slowed, but began again with the onset of the Great Depression and the launching of the New Deal. The colossus that was constructed to combat the national economic emergency was soon refashioned and augmented to enable the United States to victoriously end a world war. With the return to peace in 1945, the federal government stood as a giant complex organisation, with over 3.8 million employees. During the next 45 years, it would continue to expand in terms of both its principal units and resources. In the immediate past few years, however, some downsizing has occurred. This book reviews trends regarding various aspects of the operations of the federal government during the past 50 years, as evidenced by personnel, budget, and other data. It also identifies and discusses, in cameo form, various developments during the period that are considered significant for federal operations during the next century. Some of these are crafted innovations, such as mission performance planning and measurement; some are imposed restraints, such as the Supreme Court's Chadha decision rendering so-called congressional or legislative vetoes unconstitutional. Some developments are still evolving, such as the electronic government phenomenon, and await conclusive assessment.

IV. Other issues raised.

The main objectives of the series correspond to those of the journal Communications: The European Journal of Communication Research, also published by Mouton de Gruyter. The discipline of communication science is concerned with investigation of the structure and function of mass communication processes and their impact on society and social groups. How these processes have an impact on values, knowledge, opinions and behaviour of individuals similarly constitutes an important area of concern for the discipline. The Communications Monograph series emphasizes these concerns of the discipline through publication of books taking a European social science perspective. Inasmuch as mass communication cannot be studied distinct from other modes of communication, the purpose of the Series is to publish material covering other communication forms - intrapersonal, interpersonal, organizational - in addition to mass communication. In other words, the Communications Monograph series encompasses the entire field of communication science as its domain of interest. Special attention is addressed to the publication of titles that serve as main texts for academic courses and focus on such topics as communication theory and methodology, mass media and production of mediated messages, media use, reception processes, and media impact, political and marketing communication, advertising, public relations and propaganda, media policy, new media technologies and electronic networks, media history and media development.

Presenting a periodic overview of the most significant developments and trends in the field of social security has become, for the International Social Security Association, a tradition and a firm commitment. Dalmer D. Hoskins has held the post of Secretary General of the International Social Security Association (ISSA) since 1990. Before his election to this post, he held positions in the United States Social Security Administration and the Department of Health and Human Services. Donate Dobbernack is currently chief of communications and publications within the International Social Security Association (ISSA). Before assuming responsibilities in this area, she was chief of the technical activities program of the Association, dealing with international enquiries and studies on various aspects of social security and related fields. Christiane Kuptsch is a research officer with the International Social Security Association (ISSA) and the editor of the quarterly publication Trends in Social Security. She is a regular contributor to the Encyclopaedia Britannica on the issue of developments in social protection.

Geography in America at the Dawn of the 21st Century surveys American geographers' current research in their specialty areas and tracks trends and innovations in the many subfields of geography. As such, it is both a 'state of the discipline' assessment and a topical reference. It includes an introduction by the editors and 47 chapters, each on a specific specialty. The authors of each chapter were chosen by their specialty group of the American Association of Geographers (AAG). Based on a process of review and revision, the chapters in this volume have become truly representative of the recent scholarship of American geographers. While it focuses on work since 1990, it additionally includes related prior work and work by non-American geographers. The initial Geography in America was published in 1989 and has become a benchmark reference of American geographical research during the 1980s. This latest volume is completely new and features a preface written by the eminent geographer, Gilbert White.

This title was first published in 2003. Most of the essays collected in this volume are the revised versions of the reports presented at a conference held at the University of Tokyo in October 2001, organised as part of the initiatives of the "Italian Year" in Japan, and supported by the Foundation Italy in Japan 2001, the Italian Chamber of Commerce in Tokyo, the Italian Ministries of Foreign Affairs and of Higher Education, and the University of Tokyo. The essays, which aim at a fact-based presentation, provide a thorough survey of the relevant problems and aspects of present-day Italian economy and society. Those peculiar features of the Italian economy, such as its dualistic industrial structure and territorial divide, are analysed at length, with an eye to open policy options. Kondratieff waves constitute a sort of mystery that has been haunting economic and social researchers for almost a century. Why do we observe such regularity in the long-term behavior of economic and non-economic indicators? Why in certain periods do we observe prolonged upswings, whereas in other periods – notwithstanding all the enormous efforts of interested macroeconomic actors – economic development is accompanied by prolonged depressions? What gets out of order in social and economic mechanisms? Since the seminal works published by Kondratieff, a number of outstanding researchers have made significant contributions to our understanding of the possible factors affecting and provoking long-term fluctuations of human economic affairs. On the other hand, it has become more and more clear that K-waves influence many social-related processes. However, nobody appears to have found yet an entirely satisfactory solution of ‘Kondratieff's mystery’, and it continues to attract researchers. That is why we have decided to try to unite the forces of such researchers around the new almanac.
