Great Power Competition for Overseas Bases: The Geopolitics of Access Diplomacy explores the geopolitics of the major powers' overseas basing systems in relation to global strategies and changes in the international system in three fairly distinct phases: the interwar, early postwar, and recent postwar periods. This book links the great powers' competition for overseas bases to several streams of more or less contemporary international relations theory. This monograph consists of seven chapters and opens with an introduction to the diplomacy of basing access, followed by a discussion on the different types or purposes of basing access as they have evolved over the past several decades in response to changes in diplomacy and military technology. The major powers' overseas basing-access networks in the consecutive interwar, early postwar, and recent postwar periods are then reviewed, along with the earlier corpus of geopolitical theory, specifically as it relates to basing diplomacy. Emphasis is on the conflicting assumptions about what reciprocal strategic advantages and disadvantages inhere to the geographic positions of the United States and USSR. The final chapter considers a number of ""functional"" areas of world politics that are closely intertwined with basing diplomacy, and relates the competition for facilities to raw materials access, surrogate wars, strategic deterrence, arms control, balances of payments, arms sales and aid, alliances, and other such staple concerns of international relations. America's overseas Garrisons analyses the political and social problems, which arise when American forces are stationed in other countries. The United States, although critical of the British Empire during the Second World War, found itself playing an imperial role in the post-war era in order to safeguard the security of the west. In building up a global security system, with American troops in Europe, the Far East, the Atlantic, and the Caribbean and the Pacific, the United States came to resemble the former colonial powers. But whereas the colonial empire had established garrisons on territory acquired by force, the United States was obliged to negotiate basing rights for their troops by negotiating with independent sovereign states. The result was a variety of arrangements with different host nations, in which the American position, and the use America could make of her troops overseas, was critically dependant of America's political and historical relationship with the country concerned. The United States has based more troops overseas than any of the colonial empires. However, the terms of the leasehold empire have imposed severe constraints on America's freedom of manoeuvre.

Debates over the U.S. global defense posture are not new. As policymakers today evaluate the U.S. forward military presence, it is important that they understand how and why the U.S. global posture has changed in the past. Today's posture is under increasing pressure from a number of sources, including budgetary constraints, precision-guided weapons that reduce the survivability of forward bases, and host-nation opposition to a U.S. military presence. This monograph aims to describe the evolution of the U.S. global defense posture from 1783 to the present and to explain how the United States has grown from a relatively weak and insular regional power that was primarily concerned with territorial defense into the preeminent global power, with an expansive system of overseas bases and forward-deployed forces that enable it to conduct expeditionary operations around the globe. This historical overview has important implications for current policy and future efforts to develop an American military strategy, in particular the scope, size, and type of military presence overseas. As new and unpredictable threats emerge, alliance relationships are revised, and resources decline, past efforts at dealing with similar problems yield important lessons for future decisions. The author draws recommendations out of these lessons that touch on the importance of strategic planning; the need to think globally; the desirability of a lighter, more agile footprint overseas; and more.

The stationing of foreign armed forces abroad in peacetime has been a constant and distinctive feature of the post-1945 bipolar world. This book is the first systematic study of the subject to look beyond the areas of criminal and civil jurisdiction to broader issues of international law arising out of the establishment and use of foreign military installations in time of peace. Implementation of basing agreements between states sending and states hosting foreign armed forces has resulted in a large body of state practice that includes such major international incidents as the U.S. air raid on Libya in 1986 and the U.S. intervention in Panama in 1989.
