Gridlock

BOOK EXCERPT:

The issues that increasingly dominate the 21st century cannot be solved by any single country acting alone, no matter how powerful. To manage the global economy, prevent runaway environmental destruction, reign in nuclear proliferation, or confront other global challenges, we must cooperate. But at the same time, our tools for global policymaking - chiefly state-to-state negotiations over treaties and international institutions - have broken down. The result is gridlock, which manifests across areas via a number of common mechanisms. The rise of new powers representing a more diverse array of interests makes agreement more difficult. The problems themselves have also grown harder as global policy issues penetrate ever more deeply into core domestic concerns. Existing institutions, created for a different world, also lock-in pathological decision-making procedures and render the field ever more complex. All of these processes - in part a function of previous, successful efforts at cooperation - have led global cooperation to fail us even as we need it most. Ranging over the main areas of global concern, from security to the global economy and the environment, this book examines these mechanisms of gridlock and pathways beyond them. It is written in a highly accessible way, making it relevant not only to students of politics and international relations but also to a wider general readership.

The Case For Gridlock

eBook Download

BOOK EXCERPT:

The Case for Gridlock explains how Progressive ideas about government have led to severe representational problems in the American political system. Having rejected the Framers' institutional arrangement as sluggish and frustrating, Progressives have, for over a century, worked to circumvent the Madisonian system by establishing policy-making power in executive agencies and commissions. Ironically, the most consequential legacy of Progressivism is an institutional system that became more perfectly and efficiently responsive to the inherently unbalanced organized political power that they lament. Drawing on an analysis of administrative law and decades of research on interest groups, The Case for Gridlock explores the faulty logic and na_ve thinking of the Progressive perspective, revealing the uncertainties and anomalies in legal doctrine that have emerged as a result of their effort to graft 'efficient' designs onto the gridlock-prone system that James Madison and the other Framers left us. The problems of 'interest group liberalism' and the accumulation of powerful interests that undermine economic growth and political stability have long been recognized by political scientists and economists. The Case for Gridlock argues that these problems are not inevitable and that a solution exists in reasserting the Constitutional Principle as the foundation for the design and operation of U.S. governmental institutions. The public's interests can prevail over those of organized special interests by returning power to the gridlock-prone institutional arrangement established in the Constitution.

The Phantom Of A Polarized America

eBook Download

BOOK EXCERPT:

Indicates how the rightward shift in the ideology of House Republicans has been mistaken for a broader “polarization” of both parties as well as voters. There is a widespread belief that American politics is becoming more polarized, in the sense that the Republican Party and electorate are becoming more conservative while the Democratic Party and electorate are becoming more liberal. But is this truly the case? The Phantom of a Polarized America places widely held scholarly assumptions about the “polarization” of American politics under the microscope and tests them to determine their veracity. In the case of Congress, Manabu Saeki reveals that contrary to popular beliefs, polarization is largely due to the rightward shift of Republican legislators without any corresponding leftward shift by Democratic legislators. The conservative shift of House Republican ideology has produced a rightward shift of Republican voters, and conservative voters in the Democratic Party have switched to the Republican Party, resulting in a more liberal Democratic Party overall. Saeki concludes that the so-called “polarization” of American politics is largely a phantom being; in truth, it is a neo-conservative movement led by House Republicans.

Pivotal Politics

eBook Download

BOOK EXCERPT:

Politicians and pundits alike have complained that the divided governments of the last decades have led to legislative gridlock. Not so, argues Keith Krehbiel, who advances the provocative theory that divided government actually has little effect on legislative productivity. Gridlock is in fact the order of the day, occurring even when the same party controls the legislative and executive branches. Meticulously researched and anchored to real politics, Krehbiel argues that the pivotal vote on a piece of legislation is not the one that gives a bill a simple majority, but the vote that allows its supporters to override a possible presidential veto or to put a halt to a filibuster. This theory of pivots also explains why, when bills are passed, winning coalitions usually are bipartisan and supermajority sized. Offering an incisive account of when gridlock is overcome and showing that political parties are less important in legislative-executive politics than previously thought, Pivotal Politics remakes our understanding of American lawmaking.

The Politics Of Attention

eBook Download

BOOK EXCERPT:

On any given day, policymakers are required to address a multitude of problems and make decisions about a variety of issues, from the economy and education to health care and defense. This has been true for years, but until now no studies have been conducted on how politicians manage the flood of information from a wide range of sources. How do they interpret and respond to such inundation? Which issues do they pay attention to and why? Bryan D. Jones and Frank R. Baumgartner answer these questions on decision-making processes and prioritization in The Politics of Attention. Analyzing fifty years of data, Jones and Baumgartner's book is the first study of American politics based on a new information-processing perspective. The authors bring together the allocation of attention and the operation of governing institutions into a single model that traces public policies, public and media attention to them, and governmental decisions across multiple institutions. The Politics of Attention offers a groundbreaking approach to American politics based on the responses of policymakers to the flow of information. It asks how the system solves, or fails to solve, problems rather than looking to how individual preferences are realized through political action.

The Macropolitics Of Congress

eBook Download

BOOK EXCERPT:

How do public laws, treaties, Senate confirmations, and other legislative achievements help us to gain insight into how our governmental system performs? This well-argued book edited by Scott Adler and John Lapinski is the first to assess our political institutions by looking at what the authors refer to as legislative accomplishment. The book moves beyond current research on Congress that focuses primarily on rules, internal structure, and the microbehavior of individual lawmakers, to look at the mechanisms that govern how policy is enacted and implemented in the United States. It includes essays on topics ranging from those dealing with the microfoundations of congressional output, to large N empirical analyses that assess current theories of lawmaking, to policy-centered case studies. All of the chapters take a Congress-centered perspective on macropolicy while still appreciating the importance of other branches of government in explaining policy accomplishment. The Macropolitics of Congress shines light on promising pathways for the exploration of such key issues as the nature of political representation. It will make a significant contribution to the study of Congress and, more generally, to our understanding of American politics. Contributors include E. Scott Adler, David Brady, Charles M. Cameron, Brandice Canes-Wrone, Robert S. Erikson, Grace R. Freedman, Valerie Heitshusen, John D. Huber, Ira Katznelson, Keith Krehbiel, John S. Lapinski, David Leblang, Michael B. MacKuen, David R. Mayhew, Nolan McCarty, Charles R. Shipan, James A. Stimson, and Garry Young.
