A constant supply of uncontaminated groundwater is essential for sound economic development and a healthy environment. It is time for the federal, state, and local governments together with regional commissions to cooperate to ensure that, when America turns on the tap, water still comes out.

This paper reviews policy-related issues discussed in recent conferences that will affect groundwater development and management efforts in South Asia. Emphasis is given to policy issues surrounding emerging groundwater depletion and quality concerns, and issues concerning the equitable development of groundwater for poverty alleviation. The paper outlines the range of services that depend on groundwater resources and outlines the range of services that depend on groundwater resources to provide these services, and the complications stemming from the fragmented approach taken to water management throughout the region. A range of responses dealing with the management of the physical system is identified. In conclusion , the paper discusses institutional frameworks through which management responses could be implemented, in relation to both the range of approaches theoretically applicable and the existing institutional frameworks in place throughout South Asia

Until recently, focus on groundwater mainly concerned its use as drinking water and as an important resource for industry (e.g. cooling waters) and agriculture (irrigation). It has, however, become increasingly obvious that groundwater should not only be viewed as a drinking water reservoir, but that it should also be protected for its environmental value. In this respect, groundwater represents an important link of the hydrological cycle through the maintenance of wetlands and river flows, acting as a buffer through dry periods. Hence, deterioration of groundwater quality may directly affect other related aquatic and terrestrial ecosystems. The groundwater legislative framework under the EU Water Framework Directive and the newly adopted Groundwater Directive establishes criteria linked to environmental objectives which have to be met by 2015 following successive operational steps including characterisation, risk assessment (analysis of pressures and impacts), monitoring and design of programmes of measures. These milestones require that sound technical and scientific information be made accessible to water managers, which is so far still not sufficiently streamlined. In this context, this book describes the groundwater legislative milestones and presents series of research and development activities that aim to directly support them. It has, therefore, the ambition to become a vehicle liaising policy requirements and available scientific knowledge in this area.

This book presents a comprehensive analysis of the existing nature of India’s groundwater laws. In the backdrop of the gravity of groundwater crisis that threatens to engulf the country, the book examines the correlation between the imperfections in the law and water crisis and advocates a reform agenda to overhaul the legal framework.
