This handbook explores how democracies around the world seek to balance democratic values with the requirement to protect their citizens from the threat of politically motivated violence. Over the past few decades, the majority of the world’s democracies have had to confront serious security threats, and in many instances these challenges have not come from rival states but from violent groups. This volume offers readers an overview of how some democracies have responded to such threats. It examines the extent to which authorities have felt compelled to modify laws to evade what would ordinarily be regarded as protected rights, such as personal privacy, freedom of movement and freedom of speech. Grounded in historical analysis, each of the sections addresses past and emerging security threats; legal and legislative responses to them; successful and unsuccessful efforts to reconcile democracy and security; and a range of theoretical questions. The International IDEA Handbook on Democracy Assessment is a robust and sensitive guide to assessing the quality of democracy and human rights in any country around the world. The Handbook introduces an easy-to-use and universal methodology for assessing the condition of democracy in any country, or its progress in democratisation, that has been developed in a three-year action programme at IDEA, the inter-governmental Institute for Democracy and Electoral Assistance in Sweden. The Handbook provides a means to measure systematically the full range of values, institutions and issues relating to modern democracy that is sensitive to the underlying principles and democracy and the differences between democracies themselves. It is therefore both universal in application and capable of responding to particular aspects of any one nation's democratic arrangements. The animating principle of the Handbook is that only citizens of a nation themselves are qualified to assess the quality of their own democratic arrangements. Thus, it provides a self-help guide, which gives academics, lawyers, political practitioners, journalists and interested citizens the tools to assess the state of their democracy, or any key aspects of their democracy. The Handbook is above all a practical working document that draws on the actual experience of assessing democracy in different countries, comparative knowledge and research, and democratic principles and practice. It gives a step-by-step guide to the purposes and methods of democracy assessment; who to involve; how to use the research tools; how to validate the findings; what standards of practice to adopt; and how to present and publicise a finished assessment. It contains extracts from completed assessments, guidance on the use of qualitative and quantitative data, examples of codes of democratic practice and international and regional standards, and a vast list of accessible data sources. The methodology was created by a team of political scientists assembled from all regions of the world by International IDEA and has been tried and tested in a variety of countries, including Bangladesh, El Salvador, Italy, Kenya, Malawi, New Zealand, Peru, South Korea and the United Kingdom. International organisations like the World Bank and UNECA are adapting it for in-country use. The four main authors and editors have been directly involved from the inception of the project - in developing and refining the methodology and participating in and advising on the nine country studies that form the essential practical core of experience on which this invaluable Handbook is based.

All aspire to liberty and security in their lives but few people truly enjoy them. This book explains why this is so. In what Conor Gearty calls our 'neo-democratic' world, the proclamation of universal liberty and security is mocked by facts on the ground: the vast inequalities in supposedly free societies, the authoritarian regimes with regular elections, and the terrible socio-economic deprivation camouflaged by cynically proclaimed commitments to human rights. Gearty's book offers an explanation of how this has come about, providing also a criticism of the present age which tolerates it. He then goes on to set out a manifesto for a better future, a place where liberty and security can be rich platforms for everyone's life. The book identifies neo-democracies as those places which play at democracy so as to disguise the injustice at their core. But it is not just the new 'democracies' that have turned 'neo', the so-called established democracies are also hurtling in the same direction, as is the United Nations. A new vision of universal freedom is urgently required. Drawing on scholarship in law, human rights and political science this book argues for just such a vision, one in which the great achievements of our democratic past are not jettisoned as easily as were the socialist ideals of the original democracy-makers.

This is a review of policies and practices on democracy building as political process directly related to the human security needs of entire populations, to development goals and to the peaceful management of conflict. The analysis is articulated in two volumes, Volume I offering an overview of experience and key learnings, and Volume II containing selected readings and case studies. Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Some of these challenges are familiar, such as the erosion of the right to privacy; others are less so, such as the post-human challenge to citizenship.
