The first decade of the 21st century raised many questions regarding hegemonic power. This system for managing global affairs has significant costs and limits. This book explores one alternative, global citizenship and more democratic global governance - an alternative that is arguably now both necessary and possible.

Drawing on research from over 27 countries, this book outlines new directions for universities and the need to rethink the education that they provide based on the experiences of schools of international development studies.

In the spirit of Ivan Illich’s 1968 speech ‘To hell with good intentions’, the book takes aim at a ubiquitous form of contemporary ideology, namely the concept of global citizenship. Its characteristic discourse can be found inhabiting a nexus of four complexes of ‘ruling’ institutions, namely universities with their international service learning, the United Nations and allied international institutions bent on global citizenship education, international non-governmental organizations and foundations promoting social entrepreneurship, and global corporations and their mouthpieces pitching corporate social responsibility and sustainable development. The question is: in the context of Northern or Western imperialism and US-led, neoliberal, global, corporate capitalism, and the planetary Armageddon they are wringing, what is the concept of global citizenship doing for these institutions? The studies in the book put this question to each of these four institutional complexes from broadly political-economic and post-colonial premises, focusing on the concept’s discursive use, against the background of the mounting production of the global non-citizen as the global citizen’s ‘other’. Addressed to all users of the concept of global citizen(ship) from university students and faculty in global studies to social entrepreneurs and United Nations bureaucrats, the book’s studies ultimately ask whether the idea helps or hinders the global quest for social and economic justice.

Multiculturalism and multicultural education are at a paradoxical moment. There is work that continues as if the multicultural hegemony was still intact and on the other hand work articulated as if multiculturalism was decidedly passe. The essays in this collection will be of considerable interest to academics, policy makers and students of both multiculturalism and multicultural education principally because they touch on both perspectives but concentrate for the most part on the thorny problematic of the workings of multicultural education in its present precarious moment. Given the renewed, urgent attacks in various western countries, the cottage industry of “death of multiculturalism” texts and the rise of the interculturalism, transnationalism, diaspora alternatives, is multiculturalism dying? Are the ends of multiculturalism- the management or celebration of diversity; representation and recognition for all in society; creation of just and equitable communities at the global, national and local school classroom levels- better theorized and realized through the ascendant alternatives? Representing the precarious moment in Canada, Ireland, Australia, the United States and the United Kingdom, the essays in this collection address these questions and both depict and trouble hegemonic multicultural education and contrast it with its supposed successor regimes.

More than 15 years have passed since the end of the Cold War, but uncertainty persists in the political-economic shaping of the world economy and state system. Although many countries have institutionalized neoliberal policies since the mid-1970s, these policies have not taken hold to the same degree, nor have their effects been uniform across all countries. Nevertheless there has been widespread deepening of inequalities, and, therefore, scepticism towards the neoliberal project. Uncertainty prevails not only in the relations between states, but also in the relations between forces of capital, citizens, and political power within states. Moreover, there is conceptual confusion in our understanding of the events and processes of neoliberal global transformation. This collection of essays provides a comprehensive theoretical and empirical examination of neoliberal restructuring as a complex political process. In an effort to penetrate and clarify this complexity, the book explores the connections between the economy, state, society, and citizens, while also offering current examples of resistance to neoliberalism. The book provides a forum for rethinking politics that represents a turn to societal forces as essential not only to the uncovering of this complexity but also to the formulation of democratic possibilities beyond global hegemonic projects. The book does not seek to produce a new model for social change, nor does it dwell on the spatial aspects of modernity's new form or the emergence of a new state hegemony (China) or new forms of rule (empire) in managing the world capitalist economy. Instead, the book argues that an understanding of hegemonic transformations requires the problematization of global power as embedded in historically specific social relations.

Using post-colonial theory this book investigates the similarities between mainstream development discourse and colonial discourse as theorized in the work of Homi Bhabha, Gayatri Spivak and Edward Said.
