The book focuses on international cultural relations dealing with cultural heritage in terms of heritage diplomacy. The contributors discuss the potentials and limitations of heritage diplomacy and how it could be approached in theory, policy, and praxis. Cultural heritage is an essential element in transmitting values, establishing narratives of historical and contemporary connectivity, and creating subjective and collective identities and a feeling of belonging. During the past decade, the potential of cultural heritage for state foreign policy and in international heritage governance has attracted increasing interest among heritage scholars. This potential, however, remains under-researched in the broader spectrum of international cultural relations. This volume aims to critically explore the previous research on heritage diplomacy, develop its theoretical basis and scope, and thereby extend the discussion to new topics and themes. The articles extend the discussion of cultural heritage from its role in ‘soft power’ and foreign policy to a dialogic approach within international cultural relations. Such an approach deconstructs existing hierarchies in domestic and international power relations and understands cultural heritage as a contact zone that fosters people-to-people connectivity and cooperation based on trust. Heritage Diplomacy: Discourses, Imaginaries and Practices of Heritage and Power will appeal to upper-level students, researchers, and academics interested in Heritage Studies, Cultural Studies, Anthropology, International Relations, and Policy Studies. Drawing from eleven rich case studies in Asia, this book is the first to explore how heritage is used as aid and diplomacy by various agencies to produce knowledge, power, values and geopolitics in the global heritage regime. It represents an interdisciplinary endeavour to feature a diversity of situations where cultural heritage is invoked or promoted to serve interests or visions that supposedly transcend local or national paradigms. This collection of articles thus not only considers processes of “UNESCO-ization” of heritage (or their equivalents when conducted by other international or national actors) by exploring the diplomatic and developmentalist politics of heritage-making at play and its transformational impact on societies. It also describes how local and outside states often collude with international mechanisms to further their interests at the expense of local communities and of citizens’ rights. Heritage as Aid and Diplomacy in Asia explores the following questions: Under the current international heritage regime, what are the mechanisms of—and the manipulations that take place within—ideological, political and cultural transmissions? What is heritage diplomacy and how can we conceptualize it? How do the complicated history and colonial past of Asia constitute the current practices of heritage diplomacy and shape heritage discourse in Asia? How do international organizations, nation-states, NGOs, heritage brokers and experts contribute to the history of the global heritage discourse? How has the flow of global knowledge been transferred and transformed? And how does the global hierarchy of cultural values function?

Japan’s heritage conservation policy and practice, as deployed through its foreign aid programs, has become one of the main means through which post-World War II Japan has sought to mark its presence in the international arena, both globally and regionally. Heritage conservation has been intimately linked to Japan’s sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy, which has been used as part of its cultural diplomacy designed to increase its ‘soft power’ both globally and within the Asian region. More broadly, Natsuko Akagawa underlines the theoretical nexus between the politics of heritage conservation, cultural diplomacy and national interest, and in turn highlights how issues of heritage conservation practice and policy are crucial to a comprehensive understanding of geo-politics. Cultural diversity, because it is perceived to have significant security, developmental, and social implications, is fast becoming one of the major political issues of the day. At the international level, it overlaps with the now extensive debates on multiculturalism within states. A new account of Elizabethan diplomacy with an original archival foundation, this book examines the world of letters underlying diplomacy and political administration by exploring a material text never before studied in its own right: the diplomatic letter-book. Author Elizabeth R. Williamson argues that a new focus on the central activity of information gathering allows us to situate diplomacy in its natural context as one of several intertwined areas of crown service, and as one of the several sites of production of political information under Elizabeth I. Close attention to the material features of these letter-books elucidates the environment in which they were produced, copied, and kept, and exposes the shared skills and practices of diplomatic activity, domestic governance, and early modern archiving. This archaeological exploration of epistolary and archival culture establishes a métier of state actor that participates in – even defines – a notably early modern growth in administration and information management. Extending this discussion to our own conditions of access, a new parallel is drawn across two ages of information obsession as Williamson argues that the digital has a natural place in this textual history that we can no longer ignore. This study makes significant contributions to epistolary culture, diplomatic history, and early modern studies more widely, by showing that understanding Elizabethan diplomacy takes us far beyond any single ambassador or agent defined as such: it is a way into an entire administrative landscape and political culture.

Museums, International Exhibitions and China’s Cultural Diplomacy examines the role museums and, more specifically, international exhibitions, have played in shaping China’s international image to date. Drawing on theories and methods from museum studies and international relations, the book evaluates the contribution international exhibitions make to China’s cultural diplomacy strategy. Culture, according to the studies featured in this book, is defined as a complex sphere including aspects like systems of communication, literature, music, arts, education, and the creation of knowledge. The present volume aims at outlining a new field of research with regard to the history of diplomacy: the material culture of diplomatic interaction in early modern and modern times. The material culture of diplomacy includes all practices in foreign policy communication in which single artifacts, samples of artifacts, or else the whole material setting of diplomatic interaction is supposed to be constitutive for creating an intended effect in terms of diplomatic objectives. The chapters of this volume focus on intercultural diplomacy in different regions of the world wherein diplomatic actors of various kinds might have been confronted by a whole universe of unfamiliar artifacts and artifact-related practices. Most of them concentrate on gift giving as a diplomatic practice that offers multiple insights in the complex dynamics of diplomatic relations between representatives of culturally highly diverse political entities. In doing so, they gainfully apply different theoretical approaches of material culture as an interdisciplinary field of study to the investigation of diplomatic cultures across the globe. As a result, it becomes obvious that future research into the history of diplomacy should take into account material practices much more thoroughly than has been done before.
