The Bologna Declaration started the development of the European Higher Education Area. The ensuing Bologna Process has run for already 20 years now. In the meantime many higher education systems in Europe have been reformed – some more drastically than others; some quicker than others; some with more resistance than others. In the process of reform the initial (six) goals have sometimes been forgotten or sometimes been taken a step further. The context too has shifted: while the European Union in itself has expanded, the voice for exit has also been heard more frequently. Higher Education System Reform: An international comparison after Twenty Years of Bologna critically describes and analyses 12 Higher Education Systems from the perspective of four major questions: What is currently the situation with regard to the six original goals of Bologna? What was the adopted path of reform? Which were the triggering (economic, social, political) factors for the reform in each specific country? What was the rationale/discourse used during the reform? The book comparatively analyses the different systems, their paths of reforms and trajectories, and the similarities and the differences between them. At the same time it critically assesses the current situation on higher education in Europe, and hints towards a future policy agenda. What happens when some of the lowest-performing high schools in the state of California make a commitment to reform themselves? This book goes inside the reform efforts of 28 high schools where educators collaborated to fundamentally change expectations for students -- in effect, to prepare all students for postsecondary education. By challenging the status quo, teachers and administrators set out to strengthen their delivery of services so that all students, especially those traditionally denied access to college, would leave their care with more options for college and for life. Reported here are the conclusions from formal evaluations over the past ten years of high school reform shepherded by the California Academic Partnership Program (CAPP). CAPP schools are each funded for three to five years, with grants of about $100,000 a year, to make fundamental changes for their students. As these schools discovered, not all changes are equally valuable, but some are simply essential. In the words of the educators themselves and through the perspectives of CAPP advisors who monitored the programs,Inside High School Reformlays out some of the apparently universal lessons of making the reform changes that matter.

In this book, the authors pursue quantitative, qualitative and mixed methods approaches, conducting hundreds of large-scale surveys and in-depth interviews in 679 schools, 67 counties and 13 provinces throughout China. They also conducted longitudinal case studies in five municipalities and provinces to better reflect education reform and development in different education levels or sectors. The authors used national statistical data from the 1970s to 2013, as well as a wealth of first-hand documents and data from different levels of educational departments in schools, counties, municipals and provinces and “grass-roots” input from 253 teachers, principals, education administrators and students. The authors applied SEM, HLM, GCM, and many other statistic techniques and qualitative methods to analyse the data and materials in order to explore correlations between development and reform, internal and external factors in educational reforms, as well as strategies for resolving core issues. Their findings indicate that institutional reforms concerning financial investments, allocation of teaching resources, allocation of facilities, curricula design systems, and political, economic, social system reforms all contribute to the development of different levels and types of education in different modes and to different extents. Topics of particular interest include five case studies conducted in five different municipalities and provinces that showcase the nation’s education reform and development in a specific model and on the basis of substantial data. Further, milestone events regarding educational reform and development that have taken place in China since 2013 are examined. As a unique feature, the book also includes 353 diagrams and tables on the development and reform of education in China, offering extensive and up-to-date information on a part of the world that often remains difficult to access. The book provides an expansive and in-depth examination of the nation’s education reform and development, from its historical roots to the present, and combining official and “grass-roots” standpoints. It will help readers to understand why and how Chinese education could lead students to win in international comparisons like PISA while at the same time often being the target of scathing criticism, as well as how the nation is now working to provide a better education to serve the world’s largest population.

This book discusses how East Asia has introduced school and curricular reform to reflect democratic citizenship and globalized skills, knowledge, dispositions, and competencies in the 21st century. It also focuses on the tendencies and reasons students from Japan, China, South Korea, Taiwan, and Singapore receive the highest scores in international students’ assessment such as PISA and TIMSS; yet their curiosity and motivation for learning are the lowest internationally. Moreover, Indonesian and Vietnamese students are likely to receive the lowest testing scores, yet their motivation for learning is quite high. It is worth investigating high academic achievement in East Asia in light of the trend towards democratization. The authors consider controversial issues such as whether the goals of democratic education should be the attainment of high academic scores, consideration of whether to implement competency-based curriculums or meritocratic systems of academic competition, and the provision of equal opportunities in the community of learning. The book illuminates each country’s struggle to realise school reform on the basis of its social and cultural settings, and looks at what connects East Asia’s past, present, and future.
