More than two decades of strong partnership between the World Food Programme (WFP) and the International Food Policy Research Institute (IFPRI) began with a shared goal of creating more effective and efficient food aid distribution systems. Our work helped improve the delivery of essential food aid to the most vulnerable in times of crisis, inform decisions to administer food or cash transfers using sound evidence, and strengthen evidence-based policy making by developing information systems and networks for food security. Over time, the collaboration moved toward designing social protection programs that use food and cash transfers to improve nutrition for the poor. More recently, our partnership has contributed to helping vulnerable people become more resilient to shocks and crises and to moving countries toward pathways of long-term growth, prosperity, and Zero Hunger. This brochure presents highlights of the IFPRI-WFP partnership.

For more than two decades, IFPRI’s research and policy analysis have been a resource for Bangladesh in making impressive strides in ensuring food security and reducing poverty. Working closely with the Bangladesh Ministry of Food and Disaster Management and its Food Planning and Monitoring Unit, the Ministry of Agriculture, the Bangladesh Institute of Development Studies, BRAC, CARE International, and civil society organizations, IFPRI has supported Bangladesh in its goals of improving nutrition, women’s empowerment, social protection, and coping with natural disasters. IFPRI looks forward to deepening its collaboration with these and other partners through its Policy Research and Strategy Support Program and complementary initiatives, and to enhancing long-term capacity in policy analysis and evidence-based research. Researcher–implementer partnerships are frequently mentioned as key components of agricultural research for development (AR4D) programs. However, there is little information about what these types of partnerships look like, how they perform, and what factors facilitate and/or constrain their performance. By documenting and analyzing two partnerships in detail, including their history, formation, outputs, and outcomes, this study seeks to raise awareness about and improve understanding of long-term researcher–implementer partnerships. The lessons learned from these partnerships can be used by both the International Food Policy Research Institute (IFPRI) and its implementing partner organizations, as well as other research and implementing organizations interested in engaging in or supporting such partnerships for AR4D in the future. The study was carried out through four case studies. Case 1 focused on a long-term partnership between IFPRI and Helen Keller International (HKI), documenting how it was formed, how it operated, and what outputs it produced. Case 2 looked at the evidence generated by this partnership on the effectiveness of homestead food production (HFP) programs on nutrition-related outcomes and its use by funders, implementers, and researchers. Case 3 looked at how and to what extent the approaches developed by the partnership for the design, implementation, and evaluation of programs — specifically the program impact pathway (PIP) approach — have influenced the broader field of program evaluation. Case 4 examined a partnership between IFPRI and the World Food Programme (WFP), documenting how it was formed, how it operated, and what outputs it has produced to date. The four case studies were completed through a series of in-depth interviews (IDIs) with key informants from a number of research, implementer, and funder organizations. Data from the IDIs were complemented by document and literature reviews.

Ifpri Country Programs Lessons From Case Study Successes

This study was undertaken as part of a larger learning exercise to assess the outcomes and impacts of the International Food Policy Research Institute’s country programs. It reports on in-depth probing of selected successful research contributions to policy outcomes in order to determine if there are any common approaches and actions taken by country program leaders that helped to foster the successes. The selection of case studies was not comprehensive— there were many more identified by country program leaders—nor random, because we desired to have samples from all the countries with country programs. A semi-structured interview approach was followed by the authors and guided by a list of questions (found in Appendix B). The results showed that important factors making successful contributions to policy were building high credibility with local policy makers and donors, having direct access to senior policy makers, partnering with the right people, conducting research on issues over the longer term and not just responding to crises, organizing conferences and meetings around research evidence, and strengthening national capacity for policy research.

Intervention Context: WFP’s activities in Burkina Faso and Niger focus on fragile agrarian communities in the Sahel, where cyclical floods and droughts combine with decreasing soil fertility and increasing desertification, among other challenges, to aggravate food and livelihood insecurity. Increased competition for land for food crops and pastures as well as water for domestic, productive, and livestock use, intensify conflicts over ownership and usage rights for land and the commons such as forests. in particular, this competition has heightened conflicts between farmers and herders. Layered on these localized conflicts are recent increases in human safety and security concerns related to the spread of attacks by violent extremist groups across the eastern flanks of both countries. The increasing frequency and intensity of these attacks have led to the loss of lives, property, and the displacement of large groups of people. The attendant deepening of food, livelihood, and human insecurities has contributed to a rural exodus of men and women to cities and other economic enclaves in search of alternate sources of food and income. The arrival of displaced persons fleeing the attacks has increased pressure on already limited food stocks and other assets of host communities. COVID-19 added another layer of vulnerability. In addition to the disease burden, lockdowns and restrictions on the movement of persons affected the ability of communities to travel to engage in nonfarm economic activities for supplementary income and food. This greatly affected the food and livelihood security systems of the populations in these already impoverished and fragile communities.

This report assesses the impact of IFPRI’s social-protection research program (GRP28) from 2000 to 2012 (including its predecessor, MP18). The assessment includes an extensive review of public goods produced by the program, stakeholder perceptions of the program’s public goods and research activities, case studies (Bangladesh, London, Mexico, Rome, and Washington, DC), and policy or programming changes that resulted from IFPRI-sponsored research, capacity strengthening, and research-policy linkages between 2000 and 2012. Over 40 interviews were conducted with national stakeholders, donors, IFPRI staff, government officials, and individuals who participated in or had knowledge of IFPRI’s activities regarding social protection during this timeframe. IFPRI’s social-protection research activities conducted under the GRP28 are ongoing and extend beyond the 2012 endline of this assessment. GRP28 research activities initiated during the latter part of the 12-year timeframe (that is, in 2010, 2011, or 2012) are limited or absent from this assessment if results had not been published at the time the study was initiated early in the summer of 2014.
