In 2002, the DoD established the U.S. Northern Command (NORTHCOM) to conduct homeland defense and civil support missions in and around the U.S. NORTHCOM must coordinate with the Nat. Guard Bureau (NGB), because NGB has experience dealing with state and local authorities during incidents and functions as NORTHCOM¿s formal link to the states. This report: determines the extent to which NORTHCOM has ongoing efforts to coordinate with the states and NGB in planning, exercises and other preparedness activities; and identifies the extent to which there are any gaps in this coordination. The author surveyed the state adjutants gen., the highest ranking guardsman in each state, and reviewed interagency coordination plans and guidance.

The application of our Armed Forces within the states and territories of the United States is far from intuitive. History has often confirmed that it is not superior weapons but superior organizations that are the most effective factor in achieving military success. In light of this consideration, Kevin D. Stringer's new work proposes how the U.S. military can best be restructured to conduct military operations other than war (as they are known in doctrinal terms).. Such reform is central to meeting the demands of homeland defense and smaller-scale contingencies, including nation-building and stability operations. Foreign military formations present models for peace operations, irregular warfare, and other missions, as well as counterterrorism, law enforcement, and border control. The models considered — drawn from tactical units in Britain, Denmark, Germany, Israel, Norway, Rhodesia, Russia, and Switzerland — are selected as best practice examples for transforming the U.S. Armed Forces for future missions both at home and abroad. The author describes the categories of military operations other than war in the context of force structure requirements for homeland defense and irregular warfare. Each chapter aligns foreign tactical organizations with these military operations to identify appropriate formations to enhance the U.S. Army. This issue of future organizational structure is crucial to the debate over the Quadrennial Defense Review, the Pentagon report to Congress on emerging threats, and the future role of the National Guard. Changes in existing force structure will have significant implications for the conduct of stabilization operations in Iraq and Afghanistan as well as responses by the active and Reserve components to domestic emergencies.

Shortly after the events of September 11, 2001, the U.S. Army asked the National Research Council (NRC) for a series of reports on how science and technology could assist the Army meet its Homeland defense obligations. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
