A hard-headed analysis of the role of the UN in translating ideas about human security from theory into practice.

Human security provides one of the most important protections; a person-centred axis of freedom from fear, from want and to live with dignity. It is surprising given its centrality to the human experience, that its connection with human rights has not yet been explored in a truly systematic way. This important new book addresses that gap in the literature by analysing whether human security might provide the tools for an expansive and integrated interpretation of international human rights. The examination takes a two-part approach. Firstly, it evaluates convergences between human security and all human rights – civil, political, economic, social and cultural – and constructs an investigative framework focused on the human security-human rights synergy. It then goes on to explore its practical application in the thematic cores of violence against women and undocumented migrants in the law and case-law of UN, European, Inter-American and African human rights bodies. It takes both a legal and interdisciplinary approach, recognising that human security and its relationship with human rights cuts across disciplinary boundaries. Innovative and rigorous, this is an important contribution to human rights scholarship.

The concept of human security has emerged in international relations and policy as an idea which not only seeks to relocate the focus of international society on the individual, but also challenges the current priorities of the international community. In particular it places emphasis on promoting and facilitating a nexus between security, development and human rights. It is potentially a paradigm in the making, gaining considerable momentum within the UN, international relations scholarship and regional bodies. And yet by-and-large it continues to be unexplored by the international legal community, despite the success of a number of international treaties being attributed to the discourse. This book seeks to address this gap, and establish the nature of the relationship between human security discourse and international law, determining whether human security can meaningfully contribute to the international legal framework. To determine this, the book analyses the core principles of human security discourse and examines the degree to which they find parallels in the existing normative structure of international law. The book examines the how the broad-narrow debate that dominates human security discourse has played out in international law-making. It goes on to consider the processes for the creation of so called ‘human security’ treaties in order to determine a blueprint for future development of international human security treaty law. In concluding Shireen Daft sets out a structured principled approach through which international legal scholarship can engage with human security, highlighting the ways in which engagement between the two fields can be sustained.

The past decades have seen enormous changes in our perceptions of 'security', the causes of insecurity and the measures adopted to address them. Threats of terrorism and the impacts of globalisation and mass migration have shaped our identities, politics and world views. This volume of essays analyses these shifts in thinking and, in particular, critically engages with the concept of 'human security' from legal, international relations and human rights perspectives. Contributors consider the special circumstances of non-citizens, such as refugees, migrants, and displaced and stateless persons, and assess whether, conceptually and practically, 'human security' helps to address the multiple challenges they face.

This book is testimony to the emergent nature of human security as an idea, as a useful construct and as an operational strategy. The aim is to showcase new directions that may enrich the human security agenda. Some human security discourse is still rooted in the traditional language of the aid-agency/UN development/economic growth models, often hostile to the corporate and business sector, and sometimes negligent of sustainability and climate change issues. Another limited and outmoded approach is an exaggerated focus on Western interventions, especially military ones, as a "solution" to problems in poor or conflict-prone areas. "Human Security" was introduced as a construct by the UNDP in 1994. The inherent combination of law-enforcement and people-centred humanitarianism has strived to provide an umbrella to both protect people from threats while empowering them to control their destinies. But with accelerating economic globalization and information flows there is a need to revisit the concept. A new paradigm of Sustainable Human Security is required. This book argues that proponents of a human security approach should welcome efforts to remove the barriers between enterprise, corporations, aid and development agencies, government agencies, citizen groups and the UN; and work towards multi-stakeholder approaches and solutions for vulnerable populations. Such an approach is clearly vital in responding to the imperatives of concerted action on issues such as climate change, HIV, terrorism, organised crime and poverty. The agenda may have changed, but it remains true that almost all human tragedies are avoidable. This book examines a number of global problems through the lens of human security and the needs of the individual: global governance; health; the environment and the exploitation of natural resources; peace and reconciliation; the responsibility to protect; and economic development and prosperity. In the latter case, the role of business in the human security pantheon is promulgated. There are many reasons why businesses may want to engage with the needs of vulnerable populations – not least the fact that companies cannot function without secure trading environments. In addition, there are growing demands for corporate responsibility and citizenship from markets, customers, shareholders, employees and, critically, communities. This book throws new light on the human security agenda. It will be essential reading for anyone involved in the debates on human security as well as for practitioners and scholars in international affairs, global governance, peace studies, climate change and the environment, healthcare, responsibility to protect and corporate responsibility.

New Approaches to Human Security in the Asia-Pacific offers a distinctly Asia-Pacific-oriented perspective to one of the most discussed components of international security policy, human security. This volume of regional experts assess countries that have either spearheaded this form of security politics (Japan and Australia) or have recently advanced to become a key player on various aspects of human security in both a domestic and global context (China). The authors provide an interesting investigation into the continued relevance and promise of the human security paradigm against more 'traditional' security approaches. Accordingly the book will appeal to readers across a wide band of the social sciences (international relations, security studies, development studies and public policy) and to practitioners and analysts working in applied settings.

Japan has been one of the most important international sponsors of human security, yet the concept has hitherto not been considered relevant to the Japanese domestic context. This book applies the human security approach to the specific case of the earthquake, tsunami and nuclear accident that struck Japan on 11 March 2011, which has come to be known as Japan's ‘triple disaster’. This left more than 15,000 people dead and was the most expensive natural disaster in recorded history. The book identifies the many different forms of human insecurity that were produced or exacerbated within Japan by the triple disaster. Each chapter adds to the contemporary literature by identifying the vulnerability of Japanese social groups and communities, and examining how they collectively seek to prevent, respond to and recover from disaster. Emphasis is given to analysis of the more encouraging signs of human empowerment that have occurred. Contributors draw on a wide range of perspectives, from disciplines such as: disaster studies, environmental studies, gender studies, international relations, Japanese studies, philosophy and sociology. In considering this Japanese case study in detail, the book demonstrates to researchers, postgraduate students, policy makers and practitioners how the concept of human security can be practically applied at a policy level to the domestic affairs of developed countries, countering the tendency to regard human security as exclusively for developing states.

This book critically assesses the human security challenges faced by states, focusing on how and to what extent the state is influenced by global structures and operations. Having grown rapidly since the 1990s, the field of human security has spawned a wide variety of academic research. This research has helped to reconceptualize the notion of security, both broadening and deepening it, and it has created a space where unconventional and multidimensional forms of security inform international policy practices. However, while various issues and cases of human security have received growing academic attention and policy interest, many of the existing books on human security focus primarily on non-state actors. This leaves a key question unanswered: why do sovereign states take on leadership roles in promoting human security? To answer the question of why and how national governments influence international human security policy, this volume examines the domestic political factors and structures that mediate the range of policy choices. Important domestic variables include the ‘cultural match’ (e.g., ‘Does the country often favor multilateralism and promote a rule-bound international society?’), the nature of the political interests and realities that are present (e.g., ‘Does the country see the promotion of human security as a strategic choice?’), and the occurrence of important historical events such as wars, revolutions, or natural disasters (e.g., ‘Does the country, during the crisis, help to foster a new way of managing enduring security threats?’). Using this line of analysis, the book illuminates the role of the state in handling critical human security issues and its rationale for doing so. This book will be of much interest to students of human security, peace studies, global governance, development studies and IR in general.

Traditional notions of security are premised on the primacy of state security. In relation to energy security, traditional policy thinking has focused on ensuring supply without much emphasis on socioeconomic and environmental impacts. Non-traditional security (NTS) scholars argue that threats to human security have become increasingly prominent since the end of the Cold War, and that it is thus critical to adopt a holistic and multidisciplinary approach in addressing rising energy needs. This volume represents the perspectives of scholars from across Asia, looking at diverse aspects of energy security through a non-traditional security lens.
