The author has written a book which expands the knowledge of, but also a thoughtful improvement of existing theoretical approaches. Uvin's universe of enquiry excludes military power and its application. It concentrates on the long-term, complex organization of cooperative transnational behavior and its rationale. Its focusses on functional issues involving world hunger, a haunting background and result, and perhaps even one cause, of the dreadful violence that characterizes our world even as the threat of catastrophic nuclear warfare has declined.

The challenge of global hunger is now high on the agenda of governments and international policy-makers. This new work contributes to addressing that challenge, by looking at the obstacles which stand in the way of implementing a right to food in the era of globalisation. The book describes the current situation of global hunger; it considers how it relates both to the development of food systems and to the merger of the food and energy markets; and it explains how the right to food contributes to identifying solutions at the domestic and international levels. The right to food, it argues, can only be realised if governance improves at the domestic level, and if the international environment enables governments to adopt appropriate policies, for which they require a certain policy space. The essays in this book demonstrate that the current regimes of trade, investment and food aid, as well as the development of biofuels production – all of which contribute to define the international context in which states implement such reforms – should be reshaped if national efforts are to be successful. The implication is that extraterritorial human rights obligations of states (their obligations to respect the right to food beyond their national territories, for instance in their food aid, investment or trade policies), as well as the strengthening of global governance of food security (as is currently being attempted with the reform of the Committee on World Food Security in Rome), have a key role to fulfill: domestic reforms will not achieve sustainable results unless the international environment is more enabling of the efforts of governments acting individually. In this reform process, accountability both at the domestic and international level is essential if sustainable progress is to be achieved in combating global hunger.

At the heart of the 2030 Agenda was a promise to prioritize two objectives: to eradicate poverty and end hunger and malnutrition in all their forms. While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.

These bold goals can be met in all parts of the world if nations follow through on their commitments to work together to meet them. The UN Millennium Project was commissioned by United Nations Secretary-General Kofi Annan to develop a practical plan of action to meet the Millennium Development Goals. As an independent advisory body directed by Professor Jeffrey D. Sachs, the UN Millennium Project submitted its recommendations to the UN Secretary General in January 2005. The core of the UN Millennium Project's work has been carried out by 10 thematic Task Forces comprising more than 250 experts from around the world, including scientists, development practitioners, parliamentarians, policymakers, and representatives from civil society, UN agencies, the World Bank, the IMF, and the private sector. This report lays out the recommendations of the UN Millennium Project Task Force on Hunger in seven major categories: political action; national policy reforms; increased agricultural productivity for food insecure farmers; improved nutrition for the chronically hungry; productive safety nets for the acutely hungry; improved rural incomes and markets; and restoration and conservation of natural resources essential for food security. The task force strongly endorses the Secretary General's call for a 21st Century African Green Revolution. These bold yet practical approaches will enable countries in every region of the world to halve world hunger by 2015.

Food aid has become a contentious issue in recent decades, with sharp disagreements over genetically modified crops, agricultural subsidies, and ways of guaranteeing food security in the face of successive global food crises. In Hunger in the Balance, Jennifer Clapp provides a timely and comprehensive account of the contemporary politics of food aid, explaining the origins and outcomes of recent clashes between donor nations-and between donors and recipients. She identifies fundamental disputes between donors over "tied" food aid, which requires that food be sourced in the donor country, versus "untied" aid, which provides cash to purchase food closer to the source of hunger. These debates have been especially intense between the major food aid donors, particularly the European Union and the United States. Similarly, the EU's rejection of GMO agricultural imports has raised concerns among recipients about accepting GMO foodstuffs from the United States. For the several hundred million people who at present have little choice but to rely on food aid for their daily survival, Clapp concludes, the consequences of these political differences are profound.
