Memory and Commemoration across Central Asia: Texts, Traditions and Practices, 10th-21st Centuries is a collection of fourteen studies by a group of scholars active in the field of Central Asian Studies, presenting new research into various aspects of the rich cultural heritage of Central Asia (including Afghanistan). By mapping and exploring the interaction between political, ideological, literary and artistic production in Central Asia, the contributors offer a wide range of perspectives on the practice and usage of historical and religious commemoration in different contexts and timeframes. Water is an irreplaceable and transient resource, which crosses political boundaries in the form of rivers, lakes, and groundwater aquifers. The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.

In Visions of Development in Central Asia: Revitalizing the Culture Concept, Noor O’Neill Borbieva reflects on anthropology’s withdrawal from discussions about culture and the parallel rise of the intellectually and politically problematic discourse of “culture matters thinking,” or CMT. CMT asserts that cultures are homogeneous and that the dominant values of its culture determine a state’s socioeconomic and political trajectories. Drawing on practice theory, ecological psychology, complexity science, and poststructuralism, Borbieva urges anthropologists to revisit debates about culture in order to counteract the influence of simplistic formulations such as CMT. Through an examination of ethnographic material from Kyrgyzstan, gathered during the years she worked as a Peace Corps Volunteer and as an anthropologist, Borbieva examines how debates about culture shaped the development sector’s agenda in Central Asia. She argues that mainstream discussions of culture not only misunderstand the cultural basis of human diversity but also threaten that diversity by promoting a one-size-fits-all vision of well-being. Borbieva suggests an alternative vision, one that recognizes the profound complexity of human sociality and embraces the many forms of human thriving that grow out of our cultural differences.

Drawing on decolonial perspectives on peace, statehood and development, this illuminating book examines post-liberal statebuilding in Central Asia. It argues that, despite its emancipatory appearance, post-liberal statebuilding is best understood as a set of social ordering mechanisms that lead to new forms of exclusion, marginalization and violence. Using ethnographic fieldwork in Southern Kyrgyzstan, the volume offers a detailed examination of community security and peacebuilding discourses and practices. Through its analysis, the book highlights the problem with assumptions about liberal democracy, modern statehood and capitalist development as the standard template for post-conflict countries, which is widespread and rarely reflected upon.

Central Asia is a region singularly marked by attempts to transform social life by transforming place. Drawing together established scholars and a new generation of historians, geographers and anthropologists, this volume brings empirical specificity and theoretical depth to debates about the politics of place-making in this diverse region, making an important contribution to Central Asian studies and a distinctive regional comparison to the ‘spatial turn’ in social analysis. Case studies draw on archival research and oral history to explore the workings—and unintended consequences—of policies aimed at sedentarizing, collectivizing and resettling populations as a means to fix and territorialize space.
