In its modern history, Africa has experienced different waves of constitutional ordering. The latest democratisation wave, which began in the 1990s, has set the stage over the past decade for what is now a hotly debated issue: do recent, new, or fundamentally revised constitutions truly reflect an African constitutional identity? This handbook offers a critical assessment of the African agenda for conflict prevention, peacemaking, peacekeeping, and peacebuilding; the challenges and opportunities facing Africa’s regional organisations in their efforts towards building sustainable peace on the continent; and the role of external actors, including the United Nations, Britain, France, and South Asian troop-contributing countries. In so doing, it revisits the late Ali Mazrui’s concept of Pax Africana, calling on Africans to take responsibility for peace and security on their own continent. The creation of the African Union, in 2002, was an important step towards realising this ambition, and has led to the development of a new continental architecture for more robust conflict management. But, as the volume’s authors show, the quest for Pax Africana faces challenges. Combining thematic analyses and case studies, this book will be of interest to both scholars and policymakers working on peace, security, and governance issues in Africa.

This book discusses the following questions: Why are some conflicts so enduring and why is conflict resolution so hard? The author begins by introducing two conflicting perspectives, Skeptics and Believers, to highlight the lack of consensus on conflict resolution. The book further examines the literature on the sources of violent conflict, including ethnic, economic, environmental, and religious sources, and investigates the claim that an absence of knowledge, power, or political will are at the center of conflict resolution failures. By focusing on the problem of state formation, the author demonstrates the ways in which the nature of the state contributes to violent conflict. In the end, conflict resolution fails because individuals, groups, and external powers choose war and often prefer it over peaceful alternatives.

Africa has experienced dozens of conflicts over a variety of issues during the past two decades. Responding to these conflicts requires concerted action to manage the crises – the violence, the political discord, and the humanitarian consequences of prolonged fighting. It is also necessary to address the long-term social and economic impacts of conflict, to rebuild communities, societies and states that have been torn apart. To accomplish this requires the involvement of institutions and groups rarely considered in formal official African conflict management activities: schools, universities, religious institutions, media, commercial enterprises, legal institutions, civil society groups, youth, women and migrants. These groups and organizations have an important role to play in building a sense of identity, fairness, shared norms and cohesion between state and society – all critical components of the fabric of peace and security in Africa. This volume brings together leading experts from Africa, Europe and North America to examine these critical social institutions and groups, and consider how they can either improve or impede peaceful conflict resolution. The overarching questions that are explored by the authors are: What constitutes social cohesion and resilience in the face of conflict? What are the threats to cohesion and resilience? The prevailing narrative on Africa is that it is awash with violent conflict. Indeed, it does suffer from a multitude of conflicts — from border skirmishes to civil wars to terrorist attacks. Conflicts in Africa are diverse and complex, but there have been a number of cases of successful conflict management and resolution. What accounts for the successes and failures, and what can we learn from Africa’s experience? Minding the Gap: African Conflict Management in a Time of Change takes on these questions, bringing together more than 20 experts to examine the source of conflicts in Africa and assess African management capacity in the face of these conflicts.

Failed attempts in Africa to develop, democratise and instil virtues of a just state and society which promote benevolent leadership and advance political and economic rights and freedoms call for a ‘new’ imagination. By exploring a wide range of issues concerning justice, human rights and leadership, this book makes two major contributions to the extant literature in each of these areas. Firstly, as a project in decoloniality, it constitutes an ‘epistemic break’ from mainstream logics and approaches to understanding state, society and development in Africa, presenting an approach that is filtered through a Euro-American lens that reifies the hegemony of a particular spatio-temporality. In other words, it emphasises the importance of situatedness by thinking from rather than about or with Africa. And secondly, it addresses a fundamental shortcoming in decolonial thought, which is often criticised for rejecting western paradigms of thought without providing viable alternatives. The issues covered include state failure in Africa, the geopolitics of US and NATO military interventions on the continent, individual states’ responses to international law, indigenous moral political leadership, authentic inclusion of marginalised voices in development practice, an endogenous approach to environmental ethics, and a spiritualist reflection on the need for Africa to chart her own course to political, social and economic redemption. By searching for alternative paths to justice, human rights and leadership, this book represents an effort to actualise the core vision of the African Renaissance to find ‘African solutions for African problems’.
