Urban and regional development in the Baltic States and other Central and Eastern European countries has experienced rapid changes since their re-independence at the beginning of the 1990s. Meanwhile, urban and regional planning institutions and organizational cultures in the Baltic States have only changed rather incrementally, despite various national and European pressures for reform. As a consequence, the effects of European cohesion and structural policy measures have been quite modest, and the ability of the planning systems in the Baltic states to manage contemporary trends in urban and regional development has become increasingly limited. This book focuses on these issues and tensions of spatial planning and development in the Baltic States and their distinctiveness compared to other European countries. It provides an overview of the historical and cultural context of spatial development, a discussion of the processes of Europeanization of spatial planning in the specific context of the Baltic States, and an analysis of whether these processes may be leading to policy convergence in the region. The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of inter-regional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socio-economic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

This thesis explores the avenues for the ecosystem approach to management in the Baltic Sea Region. This region is one of the most contaminated water bodies in the world, although the first Regional Seas Convention was created here and theregion has a long history of cooperation and environmental protection. The current environmental governance arrangements are examined with specific focuson governance structures, cross-sectoral integration and ecological boundaries.The ecosystem approach to management as both a tool and vision of holistic management of natural resources is traced through the evolution of environmental governance, as well as its manifestation in contemporary environmental policies in the region. It is found that the major EU directives, as well as HELCOM polices, promote the ecosystem approach and that its presence has increased inrecent years; it is now the major guiding principle in European marine governance. However, the governance structures impede implementation indifferent ways. The environmental problem areas in the region all require different governance arrangements, thus obstructing a holistic approach. The environmental problems per se also affect each other, necessitating far-reaching sectoral integration and cross-border cooperation, which at present is the major obstacle regarding implementation. The contemporary trends combining solid regionalisation through HELCOM with increased Europeanisation and macro regionalisation by different EU initiatives offer some promise, but the cross sectoral impediments must be resolved if the ecosystem approach is to become apractical approach and not just a policy principle.

Internal Labor Mobility In Central Europe And The Baltic Region

Large regional disparities in labor market indicators exist in Central Europe and the Baltic region. Such disparities appear to be persistent over time indicating, in part, a lack of flexibility in the prevailing adjustment mechanisms. Internal labor mobility is often seen as an important instrument to reduce adjustment costs when other mechanisms fail. Drawing from a variety of data sources and utilizing a common empirical framework and estimation strategy, this study identifies patterns and statistical profiles of geographical mobility. It finds internal migration to be generalily low and highly concentrated among better-educated, young, and single workers. This suggests that migration is more likely to reinforce existing inequalities than to act as an equalizing phenomenon. By way of contrast, commuting flows have grown over time and are more responsive to regional economic differentials. The findings suggest the need for appropriate and country-tailored policy measures designed to increase the responsiveness of labor flows to market conditions.
