The Conservation Reserve Program is the Fed. gov't's. largest single conservation program, and compensates landowners for taking highly erodible cropland or environmentally sensitive land out of ag. production. State tech. committees (STC) advise USDA's Natural Resources Conservation Serv. (NRCS) state conservationists on the implementation of NRCS-administered conservation programs in each state. This report obtained the views of members of STC on the effectiveness of USDA's conservation efforts in addressing environmental objectives (EO) related to ag., and any program elements that hinder the achieve. of EO related to ag., as well as program characteristics that programs might include to better meet these objectives.
