The rhetoric of armed social welfare has become prominent in military and counterinsurgency circuits with profound consequences for the meanings of democracy, citizenship, and humanitarianism in conflict zones. By focusing on the border district of Kargil, the site of India and Pakistan’s fourth war in 1999, this book analyses how humanitarian policies of healing and heart warfare infused the logic of democracy and militarism in the post-war period. Compassion became a strategy to contain political dissension, regulate citizenship, and normalize the extensive militarization of Kargil’s social and political order. Unconventional war is an umbrella term which includes insurgencies, counter-insurgencies, terrorism and religious conflicts. Insurgencies and communal conflicts have become much more common in this region since 1947, and more people have died in South Asia due to unconventional wars than conventional warfare. The essays in this volume are organized in two sections. While the first section deals with insurgencies, counter-insurgencies and terrorism; the second section covers the religious aspects of the various intra-state conflicts which mar the multi-ethnic societies of South Asia.

Yet, developing countries find this task especially challenging. In Internal Security in India, Amit Ahuja, Devesh Kapur, and a cast of leading scholars on the subject focus on India's security and the threats it faces. Since Independence, the Indian state has grappled with a variety of internal security challenges, including insurgencies, terrorist attacks, caste and communal violence, riots, and electoral violence. This book is primarily an effort to study the phenomenon called insurgency that has been posing a huge challenge to the internal security of the country. Though a wealth of literature on the subject already exists, a need was felt to analyse the multiple facets of insurgency as no country barring India has witnessed this endemic for a prolonged period. The subject is so vast and dynamic that no strait-jacketed solution can be prescribed to curb this menace overnight. However, an attempt has been made to analyse this phenomenon and prescribe remedial antidotes. The author has attempted to capture the origin of insurgency which dates back to a late 18th century, and study various causes and numerous factors that fuel it. In addition, he has also attempted to study the doctrines and strategies, with special emphasis on both Islamic insurgency and other forms of uprisings in the country that continue to pose challenges to the Indiansecurity environment. Owing allegiance to his uniform, the author has also attempted to bring out the role of air power in counterinsurgency operations. The penultimate chapter deals with shaping a viable counter-insurgency strategy and spells out the essential parameters, principles and pitfalls of such a strategy. The chapter also dwells on the political aim and the importance of a socio-economic turnabout to scale down insurgency. The use of calibrated force rather than brutal armed suppressive methods is advocated. Will insurgencies ever end? This lingering question is discussed in the final chapter and certain essential strategies, both military and non-military, are spelt out which would provide occasions and opportunities to forge a lasting solution to insurgency in India.\

In The Occupied Clinic, Saiba Varma explores the psychological, ontological, and political entanglements between medicine and violence in Indian-controlled Kashmir—the world's most densely militarized place. Into a long history of occupations, insurgencies, suppressions, natural disasters, and a crisis of public health infrastructure come interventions in human distress, especially those of doctors and humanitarians, who struggle against an epidemic: more than sixty percent of the civilian population suffers from depression, anxiety, PTSD, or acute stress. Drawing on encounters between medical providers and patients in an array of settings, Varma reveals how colonization is embodied and how overlapping state practices of care and violence create disorienting worlds for doctors and patients alike. Varma shows how occupation creates worlds of disrupted meaning in which clinical life is connected to political disorder, subverting biomedical neutrality, ethics, and processes of care in profound ways. By highlighting the imbrications between humanitarianism and militarism and between care and violence, Varma theorizes care not as a redemptive practice, but as a fraught sphere of action that is never quite what it seems.
