The U.S. government has made safeguarding of weapons-grade plutonium and highly enriched uranium an international policy priority, and convened The 2010 Nuclear Security Summit in Washington, D.C., on April 12 and 13, 2010. Forty six governments sent delegations to the summit and twenty nine of them made national commitments to support nuclear security. During the Summit, India announced its commitment to establish a Global Centre for Nuclear Energy Partnership. The Centre is to be open to international participation through academic0 exchanges, training, and research and development efforts. India-United States Cooperation on Global Security is the summary of a workshop held by the U.S. National Academy of Sciences (NAS) together with its partner of more than 15 years, the National Institute for Advanced Studies (NIAS) in Bangalore, India. The workshop identified and examined potential areas for substantive scientific and technical cooperation between the two countries on issues related to nuclear material security. Technical experts from India and the United States focused on topics of nuclear material security and promising opportunities for India and the United States to learn from each other and cooperate. This report discusses nuclear materials management issues such as nuclear materials accounting, cyber security, physical security, and nuclear forensics.

India and the United States are the world's two largest democracies with distinguished scientific traditions and experts in a wide range of scientific-technical fields. Given these strengths and the ability to learn from one another, the U.S. National Academy of Sciences together with the National Institute for Advanced Studies in Bangalore, India, held a joint Indian-U.S. workshop to identify and examine potential areas for substantive scientific and technical cooperation that can support counterterrorism efforts through the Homeland Security Dialogue and through direct cooperation. This book examines the prospects and challenges of a global phase-out of highly enriched uranium—and the risks of this material otherwise being used by terrorists to make atom bombs. Terrorist groups, such as Al Qaeda, have demonstrated repeatedly that they seek to acquire nuclear weapons. Unbeknownst even to many security specialists, tons of bomb-grade uranium are trafficked legally each year for ostensibly peaceful purposes. If terrorists obtained even a tiny fraction of this bomb-grade uranium they could potentially construct a nuclear weapon like the one dropped on Hiroshima that killed tens of thousands. Nuclear experts and policymakers have long known of this danger but – so far – have taken only marginal steps to address it. This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina’s manufacture of medical isotopes. It then explores the major challenges that still lie ahead: for example, Russia’s continued use of highly enriched uranium (HEU) in dozens of nuclear facilities. Each of the book’s thirteen case studies offers advice for reducing HEU in a specific sector. These insights are then amalgamated into nine concrete policy recommendations for U.S. and world leaders to promote a global phase-out of bomb-grade uranium. The book is a very timely and important work on US foreign policy toward India since the 9/11 terrorist attacks. The author traces the trajectory of closer Indo-US relations during the Bush and Obama administrations. The author applies a qualitative methodological approach to describe these changes and explain the factors that explain the strengthened bilateral relationship, especially after decades of irritable relations between the two "estranged democracies." The book compares two factors – (a) the 9/11 attacks; (b) global structural changes after the Cold War – to assess which of these factors best explains closer Indo-US relations over the last two decades. The author's argument seems to be that the explanation lies more in the second factor (structural changes), rather than the first (consequences of the 9/11 attacks). The book should be a fascinating one that provides an excellent analysis of Indo-US relations since India's independence to Obama administrations based on extensive use of key primary sources including interviewing the persons involved in US foreign policy-making process. While the existing literature has mainly focused on the civil-nuclear deal as a turning point for Indo-US relations, this book presented an alternative story for improved Indo-US relations in the 21st century and uncovered the ongoing puzzle. More interestingly, the author showed how Indian diaspora as a 3rd party play role in strengthening Indo-US relations.
