It counters conventional wisdom that they are a matter of proper institutional design, or that the political culture of democracy is a by-product of modernizing economic change. Instead, it argues that achieving lasting democracy is difficult without a prior breakthrough to individualism: a system of beliefs centered on the belief in one's inner worth and in one's inner capacity for judgment. The rise of an individualist belief system that is widely proliferated in society requires social conditions that are in turn hard to meet, including a widespread breakdown of traditional culture, a frontier experience, and a process of civic nation building. The immense changes that have occurred in the country over the past decade and a half are analysed in their historical and geo-political framework. Poland was the first Eastern European country to return to capitalism, with its shock-therapy economic reforms replicated throughout the region. These sought to dismantle the socialist elements of the economy as rapidly as possible and open up the post-socialist countries to the world capitalist market. The former socialist countries were absorbed into the international division of labour and their economies quickly became a part of and dependent upon the global capitalist system. The revolutions of 1989-91 not only transformed Eastern Europe but instigated fundamental changes to the international capitalist system itself. By opening up the ex-socialist economies to international capital a new era of globalisation was opened, as the principles and practices of neo-liberalism gained ascendancy. While a section of society prospered from this opening, other social groups saw their living-standards decline, creating large social inequalities. One consequence of these social divisions has been the destabilising of the newly created democratic political systems. The growth of more authoritarian, conservative political currents in Poland is an example of this. As the largest and most strategically important country in Central-Eastern Europe, Poland has increasingly become a focus of international relations between the major powers. Events in Poland, especially after European expansion, influence relations between the USA, the European Union and Russia. This book therefore looks both at how the absorption of Poland into the international capitalist system has transformed the country and at how this process is contributing to developments globally. It finishes by considering developments since EU Accession and at the expected results of this expansion both within Poland and an enlarged EU.

The essays consider why and how PiS, Law and Justice, the party of Jarosław Kaczynski, returned to power, and the why and how of its policies while in power. They help to make sense of how “history” plays a key role in Polish public life and politics. The descriptions of PiS in Western media tend to rework old stereotypes about Eastern Europe that had lain dormant for some time. The book addresses the underlying question whether PiS was simply successful in understanding its electorate, and just helped Poland to revert to its normal state. This new Normal seems quite similar to the old one: insular, conservative, xenophobic, and statist. The book looks at the current struggle between one ‘Poland’ and another; between a Western-looking Poland and an inward-looking Poland, the former more interested in opening to the world, competing in open markets, and working within the EU, and the latter more concerned with holding onto tradition. The question of illiberalism has gone from an ‘Eastern’ problem (Russia, Turkey, Hungary, etc.) to a global one (Brexit and the U.S. elections). This makes the very specific analysis of Poland’s illiberalism applicable on a broader scale.

This book assesses the quality of democracy in Poland from the collapse of communism in 1989 up to the 2011 parliamentary election. It presents an in-depth, empirically grounded study comparing two decades of democratic politics. Drawing on democratic theory and comparative politics, the book puts forward an evaluation of democracy based on four dimensions: representation, participation, competition and accountability. The book is an important contribution to debates on the performance of the new democracies in Central and Eastern Europe, where some scholars argue that there is a ‘democratic crisis’, that, after a period of democratic progress, most of these countries are experiencing democratic fatigue and that their democratic performance is poor. However, the Polish case shows that democracy is not in crisis - in fact, the quality of democracy in Poland has improved. The book shows that democratic quality stems from good democratic institutions. Moreover, the Polish case shows useful lessons that can be learnt by democratic reformers in countries that are undergoing the transition to democracy or are aiming to consolidate their democratic systems. It concludes that effective accountability, good representation and stable competition are vital.
