This book examines Indonesia’s strategies and policies to influence regional cooperation in the Indo-Pacific, focusing especially on Indonesia’s efforts to be the maritime fulcrum in the Indo-Pacific during President Joko Widodo’s (Jokowi) administration from 2014 until the present. Highlighting the importance of Indonesia as the largest country in Southeast Asia and as a founder member of ASEAN, the book, based on extensive original research, provides key insights into Indonesia’s maritime policy decision-making since 2014. It discusses the domestic political context in which foreign policy decisions are made, provides an explanation for Indonesia’s efforts to project its vision of Indo-Pacific cooperation at the ASEAN level and beyond, and demonstrates how Indonesia strives to maintain a delicate balance in its interactions with major powers in the region, including the United States, China, and Japan.

In the 21st century, the Indo-Pacific region has become the new centre of the world. The concept of the 'Indo-Pacific', though still under construction, is a potentially 'pivotal' site, where various institutions and intellectuals of statecraft are seeking common ground on which to anchor new regional coalitions, alliances. and allies to better serve their respective national agendas. This book explores the 'Indo-Pacific' as an ambiguous and hotly contested regional security construction. It critically examines the major drivers behind the revival of classical geopolitical concepts and their deployment through different national lenses. The book also analyses the presence of India and the U.S in the Indo-Pacific, and the manner in which China has reacted to their positions in the Indo-Pacific to date. It suggests that national constructions of the Indo-Pacific region are more informed by domestic political realities, anti-Chinese bigotries, distinctive properties of 21st century U.S hegemony, and narrow nation-statist sentiments rather than genuine pan-regional aspirations. The Rise and Return of the Indo-Pacific argues that the spouting of contested depictions of the Indo-Pacific region depend on the fixed geo-strategic lenses of nation-states, but what is also important is the re-emergence of older ideas - a class conceptual revival - based on early to mid-20th century geopolitical ideas in many of these countries. The book deliberately raises the issue of the sea and constructions of 'nature', as these symbols are indispensable parts of many of these Indo-Pacific regional narratives. Despite the existence of diverse nation-statist, pan- and sub-regional discourses, the narratives of the most powerful states still dominate 21st century Indo-Pacific statecraft. The term 'Indo-Pacific' has the potential of unsettling various existing bilateral and multilateral geopolitical equations within the Indian Ocean region. Despite substantial heterogeneity in Indo-Pacific regional imaginations, the most dominant 'stories' and 'maps' are crafted and disseminated by the most dominant nation -in this case, the U.S- as it grapples with new ways of retaining its hegemony into the 21st century.

The book offers a vivid analysis of the new geopolitics in the Indo-Pacific in terms of big power rivalry between the US-China and country-wise perspectives situating largely within the late 2000s and culminates with the developments of the COVID-19 period. The great power shift, marked by the rise of China and the relative decline of the US, poses a serious challenge to the balance of power in the Indo-Pacific region and the world order in general. Ironically, the play of realism in the region is stymied by broad partnerships of key countries that utilise the liberal approaches of cooperation with both rivals – the US and China. Alverdian explores how a distinct national character of maritime governance has influenced the nature of Indonesia's aspiration to go beyond archipelagic towards a maritime nation, through focusing on the intersection between the nation's political culture, historical changes and geopolitical contexts, which gave rise to the primacy of the theme of unity in the nation's discourse. The main theme of this research is the three-pillar framework of the Tanah-Air concept, which includes the political culture of persatuan nasional (national unity), the strategic culture of cakra manggilingan (turning of the times from dark to golden periods), and the geopolitical context of posisi silang dunia (world crossroad position). The findings of this publication indicate the dominant influence of Javanese political culture, philosophy, values, and traditions on the distinct character of Indonesia’s maritime orientation. Specifically, Javanese political philosophy and traditions within each pillar of Tanah-Air have influenced continuity rather than change in the evolution of Indonesia’s maritime policy. This book helps readers understand how the defining theme of unity in national political culture has shaped the evolution of Indonesia’s maritime policy from 1945 to 2019. It illustrates how the continuous influence of the theme of national unity as devised by the political elites through history has addressed the realities of the archipelago’s geography, and it is significant from both an academic and practical policy perspective. The book, which was first published in 1996, examines Indonesia’s foreign policy under Suharto. It not only details Indonesia’s foreign policy behaviour vis-à-vis Indonesia’s neighbours and major powers, but also places it in the context of foreign policy analysis. Today, the book remains as the only full-length study on Indonesia’s foreign policy under Suharto. It is now reprinted with a new postscript which discusses the post-Suharto era from B.J. Habibie to Joko Widodo. Indonesia under Suharto had attempted to become a regional power to lead Southeast Asian states and beyond. As the largest country and also the richest in terms of natural resources, Suharto’s Indonesia was held in deference by the ASEAN states. However, due to its limited capabilities, its lack of military strength, advanced technology and economic strength, the political influence of Jakarta was in fact quite limited. During the economic crisis, Suharto was forced to step down. He was succeeded by B.J. Habibie who was largely preoccupied with domestic issues, who in turn was followed by weak presidencies such as Abdurrahman Wahid (Gus Dur) and Megawati. Only after the ex-general Susilo Bambang Yudhoyono assumed presidency did he manage to stabilize the situation and attained economic growth. He even became known as the “Foreign Policy President”. Nevertheless, he was constrained by the harsh Indonesian reality: limited resources, a weak military and absence of political influence. His successor Joko Widodo has been more concerned with economic matters and domestic politics; Indonesian regional leadership declines further.

This book introduces the editors’ new concept of “Awkward Powers”. By undertaking a critical re-examination of the state of International Relations theorising on the changing nature of the global power hierarchy, it draws attention to a number of countries that fit awkwardly into existing but outdated categories such as “great power” and “middle power”. It argues that conceptual categories pertaining to the apex of the international hierarchy have become increasingly unsatisfactory, and that new approaches focusing on such “Awkward Powers” can both rectify shortcomings on power theorising whilst shining a much-needed theoretical spotlight on significant but understudied states. The book’s contributors examine a broad range of empirical case studies, including both established and rising powers across a global scale to illustrate our conceptual claims. Through such a novel process, we argue that a better appreciation of the de facto international power hierarchy in the 21st century can be achieved.
