Industrial Policy In Eastern Europe

eBook Download

BOOK EXCERPT:

This volume in essence continues my recent contributions towards building up a better understanding of the wide range of obstacles besetting the transitions away from administrative planning in the former communist regimes in the eastern part of Europe. It is self-contained, however. As such, it specifically addresses issues revolving around how best to govern economies, and indeed societies more generally, that are undergoing fundamental structural transfor mation, and whether industrial policy can facilitate progressing with the vexing transformations that will have to be enacted over a protracted period of time. Because of the bewildering variety of hindrances that the managers of the transition have been confronted with, many of which were not even contem plated when the programs were first designed, regaining a measure of good governance, including notably good economic governance, is critical in formu lating a positive pOlitical economy of transition. Arguably most critical is steering the processes of destruction and creation-not 'creative destruction' in the Schumpeterian sense. In some cases, this requires reallocating decom missioned resources, both capital and labor, to new activities. Changing rules on the utilization of existing assets is evidently at the core of what the transi tion towards market-based economic systems should be all about Very often, however, this requires establishing new economic activities from domestic and foreign savings.

New Perspectives On Industrial Policy For A Modern Britain

eBook Download

BOOK EXCERPT:

In the aftermath of the global financial crisis of 2008 and the ensuing Great Recession of 2008 to 2013, the economic debate has begun to shift towards 'rebalancing' the UK economy, away from an over-reliance upon consumerism and the financial sector to generate growth, towards more sustainable productive activities. The fallout from the financial crisis exposed the systemic failings of the dominant neo-liberal model to deliver balanced growth and there is now increasing recognition this 'rebalancing' might best be achieved through the state pursuing an active 'industrial policy'. Thus, after a long hiatus, industrial policy is back in vogue at regional, national, and EU levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment, and the comparatively slow growth of the British and EU economies especially in this post-recession phase. At the same time, industrial policy has been seen as a catalyst for designing economic recovery strategies at regional, national, and EU levels as well as being a concerted strategy to develop new 'clean-tech' industries to tackle environmental challenges. This book brings together leading European based experts, each with a long standing interest in industrial policy. The chapters offer a broad set of perspectives on the many facets of industrial policy, including reflections upon past experiences of industrial policy (from across the globe) and critical analysis and advice upon contemporary UK industrial policy issues. They aim to critically inform and challenge policy-makers, policy think-tanks, industrialists, trade unions, academics, and other stakeholders in framing the future course for industrial policy in the UK, and indeed more widely.

Europe Japan And America In The 1990s

eBook Download

BOOK EXCERPT:

Competition and cooperation between Japan, Europe and USA is the key issue of this book - both at government and business levels. Both short-term and long-termin competitive cooperation between Western and Japanese firms and institutions can be fruitful. Cooperation however, provides no easy solutions to problems which Western economies have been unable to solve on their own. Governments as well as companies are often unprepared for cooperation with Japan within the framework of larger-scale projects. On theother hand, Japan itself still lacks the leadership capacities to match its present economic and technological dominance. Thus the Japanese strategyfor a Number Two role in cooperation with the USA and the EC is described. The discussion focuses on the implications of US/Japanese relations for Europe. It further highlights future relations between the US and Japan in the field of technology, and also deals with the EC/Japan context.

Industrial Policy In The European Community A Necessary Response To Economic Integration

eBook Download

BOOK EXCERPT:

As global corporate rivalry intensifies there is rising concern about the state of industries that have to compete with foreign firms often suspected of being aided by their governments with the aim to dominate world markets. In the European Community, in particular, many industrialists believe that the completion of the single market will make them even more vulnerable to foreign competition. The essays compiled in this book re-examine the arguments for industrial policy. They go beyond the sterile and doctrinaire debate on whether the government should intervene in the economy. Rather, they ask what kind of industrial policy should national governments and the European Community pursue in the light of the increasing openness of their economies, expanding global corporate alliances and faster technological obsolescence. These essays have a distinct policy orientation. They review the latest theoretical developments in order to identify the relevant policy parameters and draw conclusions on what the aim and instruments of industrial policy should be.
