This book discusses the experiences of cooperative enterprises in India that have been operated by or influenced to a significant extent by trade unions. It describes the origins of these movements in India presenting a political-strategic view of their development and, in some cases, their decline. The book also presents case studies of groundbreaking social experiments conducted in India in which trade unions have formed cooperatives for production and service provision for the working class movement. It also offers lessons learned from previous social experiments and explains how to use them for future strategies in the working class movement by using primary research undertaken on trade union cooperatives in India. With globalization often given as a reason for the decline of trade unions and transformative social movements, this book demonstrates that where movements declined it was due to their own internal weaknesses, while presenting successful case studies of movements which have shown resilience in the face of globalization. The book also gives an extensive criticism of India’s Self Employed Women’s Association as a model of a depoliticized trade union cooperative. The main lesson of this book is that cooperatives represent a viable strategy to build working class power in the 21st century in India, and elsewhere.

Many of the rules that govern labor markets in Latin America (and elsewhere) raise labor costs, create barriers to entry, and introduce rigidities in the employment structure. These include the exceedingly restrictive regulations on hiring and firing practices, as well as burdensome social insurance schemes. Such labor market regulations contribute to an over-expansion of precarious forms of employment and to rural poverty, and hinder countries from responding rapidly to new challenges from increased foreign competition. At the same time, other norms can reduce costs and raise productivity; they should be kept in place and their enforcement improved. For example, some occupational health and safety standards lower medical costs and save lives. One may also want to keep legislation aimed at providing a minimum social insurance for unemployment, old age, sickness, and disabilities. In practice, the most common decision that governments confront is not whether to intervene but to choose among different forms of intervention. This volume provides analysts and policymakers with useful insights on this issue. Part I addresses labor market institutions in a broader context, such as collective bargaining arrangements, minimum wages and poverty, and optimal unemployment insurance schemes. Among the key debates fought in developing economies is whether globalization through liberalization is the means by which economies can industrialize and provide their labour forces with tangible improvements in the material conditions of living. This book addresses this issue head on, using empirical evidence from some of the fastest growing and transition economies from East and South Asia. Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers.
