This open access book identifies the multiple ways that IEA’s studies of civic and citizenship education have contributed to national and international educational discourse, research, policymaking, and practice. The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context. There are also chapters summarizing the secondary analysis of those studies’ results indicating their usefulness for educational improvement and reflecting on policy issues. The analyses and reflections in this book provide timely insight into international educational discourse, policy, practice, and research in an area of education that is becoming increasingly important for many societies.

This open access publication outlines the underlying framework for gathering data on civic knowledge, attitudes, and engagement as well as contextual information, and it describes the assessment design for the International Association for the Evaluation of Educational Achievement’s (IEA) International Civic and Citizenship Education Study 2022. The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

One of the most challenging questions of today concerns how human activities threaten the conditions for our very own existence. With one crisis leading into the next, the need for socio-political change is necessary and desirable, yet so hard to imagine in practice. At the heart of the matter is a deeper crisis of the socio-political imagination. To understand how a society produces and changes itself, Ingerid S. In Moral and Political Dimensions of Critical-Democratic Citizenship Education, Wiel Veugelers analyses theory, policy and practice of moral education and citizenship education in the past few decades. He shows that there are different orientations in national and global moral education and citizenship education. He criticises the strong orientation on the individual and on adaptation, and argues for more emphasises on social justice, equity and democracy. This volume brings together articles Veugelers published in the past 25 years. Each article is introduced by a reflection on the reasons for the article, its responses, and lessons that are still relevant. The book ends with a large chapter that overviews central developments and presents a programme for future theory, research, policy and practice in moral education and citizenship education with a strong focus on democracy and empowerment: the moral should become more political and the political more moral.

This open access book presents an in-depth analysis of data from ICCS. An international group of scholars critically address the state of civic and citizenship education in the four Nordic countries that participated in the IEA International Civic and Citizenship Education Study (ICCS) in 2009 and 2016. The findings are of particular relevance to educators at all levels, from school education through to teacher education. Nordic countries have long traditions of democracy and their students have performed relatively well in the ICCS assessments. Nonetheless, citizenship education continues to evolve and has received increasing attention in recent educational reforms, indicating policymakers understanding that schools play an important role in establishing democratic values among future citizens. Data from ICCS can be used to analyze, discuss, and reflect on the status of civic and citizenship education and can contribute to the discourse on the potential role of education in contributing to sustainable democracies for a common future. However, teaching citizenship and learning democracy are two different things. While young people can be taught about democracy in school, it is vital that schools work together with the wider community in which youth operate to strengthen civic understanding and values for all young people regardless of their social and economic background.

This book compares the current status of democracy in selected Eastern European countries. The focus is on young people’s attitudes towards and experiences of democracy, including active political engagement. In many of these countries, democracy has been hard-won and may well need to be defended again in the future. The contributors collectively reflect on young adults exercising their civic rights and how they can influence the political system at both formal and informal levels. The chapters present different issues that arise in unique contexts but overall reflect the changing status of democracy and its effects on young people’s citizenship activity and education. The volume compares perspectives of three groups of Eastern European countries with different traditions and past histories of democracy and citizenship: Central European countries (Poland, Czech, Hungary); Baltic countries (Lithuania, Latvia and Estonia); and post-soviet republics (Ukraine, Moldova). These countries differ in the status given to democracy, citizenship action traditions and education. At the same time, many countries have experienced recent turbulence related to democracy and different kinds of actions by young people. Comparing them leads to conclusions about omissions made in current citizenship education provision and what needs to be done for a better understanding of the needs of citizenship education in these difficult times. The International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century.
