The long-standing informality debate in the Middle East and North Africa (MENA) Region has taken on a new urgency as it looks for a pathway to more socially inclusive growth that is less reliant on fossil fuels. This is occurring against a backdrop of subpar labor market outcomes, further growth setbacks, and deteriorating fiscal and current account deficits in the aftermath of the COVID-19 pandemic--and in the wake of high inflation and supply chain disruptions triggered by the Russian Federation-Ukraine war. 'Informality and Inclusive Growth in the Middle East and North Africa' aims to better understand the characteristics and incentive structure that have led to the prevalence of informal employment in three MENA countries--the Arab Republic of Egypt, Morocco, and Tunisia. The report Informality and Structural Transformation in the Middle east and North Africa outlines a framework for assessing the impact of economic and social policies on informality. The framework was developed jointly by the ILO, OECD and UNDP, and is thought as a hands-on instrument, allowing policy makers to foresee early on in the policymaking cycles the effects diverse economic and social policies could have on the informal economy.

Despite some pre-pandemic gains in poverty reduction, literacy, and lifespans, many economies in the Middle East and North Africa (MENA) have struggled to ensure that the benefits of economic development and diversification accrue equitably to all segments of their populations. Among the main issues that remain unresolved are the high share of inactive youth (who are not engaged in employment, education, or training); large gaps in economic opportunities for women; fragmented social protection systems; and underdeveloped private sectors with tight regulation, absence of a level playing field, and limited access to credit that stifle the creation of new firms and growth, employment, and incomes. The COVID-19 pandemic not only risks wiping out some of the progress made in the region over the past decades, but could also exacerbate inequality in a durable way. There is evidence that the impact of the pandemic has been uneven across groups, with the recession having a disproportionate effect on the low-skilled, the young, women, and migrant workers in employment and incomes. With widespread inequality, high unemployment, and the expected entry of 27 million young people into the labor force over the next 10 years, countries across the MENA region need to evolve their economic models to boost job creation and make sure that the benefits of economic development are shared more widely among all their citizens. This book’s objective is to reassess the inclusive growth agenda in the MENA region in light of the rapidly changing pandemic-influenced world. It argues that countries need to embrace global trade and technological advances and evolving demographics at home as an opportunity to successfully implement policies that foster higher and more inclusive growth. It underscores that a return to the old social contract is neither desirable nor feasible. The book presents a comprehensive view of policies suited to the regional context that would boost job-rich and inclusive growth within a resilient macroeconomic policy framework. Its goal is to provide guidance to policymakers in the region to frame how best to promote inclusive growth, including in their engagement with all stakeholders.

Growth has rebounded from the pandemic and the energy crisis, despite the 2023 earthquake and droughts. Morocco has benefitted from a stable macroeconomic regime and the deficit is narrowing following the pandemic and energy crisis with the government debt ratio is around 70% of GDP. Morocco has embarked on major reforms to encourage investment and to extend health insurance and social protection, but a stronger convergence path will be needed to achieve the vision in the New Development Model. Morocco’s labour productivity gap with the frontier remains large, although it has narrowed. FDI flows have been strong, but domestic private investment is low, and Moroccan firms face obstacles in performing better. Morocco’s young population is an asset, but the labour market suffers from high youth unemployment and low female employment. Emigration is significant. Widespread informality leads to low wages, poor-quality jobs and weak skills. Morocco has made an ambitious commitment to reduce carbon emissions by 45% by 2030 compared to 2010 and to net zero by 2050, benefiting from the country’s potential for renewables-based generation. This anthology presents issues, challenges and progress in Rwanda, Mauritius, Ethiopia, South Africa, and Uganda towards Africa's acknowledgement through Agenda 2063 of the need for inclusive and sustainable development, and its commitment to the Sustainable Development Goals (Agenda 2030) of the United Nations. Dictated by overall ever unfolding realities, including economic, social, political, technological issues, the growth and development dictums have been reshaped and reframed continually, in an effort to accommodate and respond to emerging issues. Human development and inclusive growth and development, within the overall theme of sustainable development, are, for example, among the recent focuses of the global and national development agenda. The background is that as individuals, communities, and societies get richer, the worrying levels of inequalities, exclusion and disparities are becoming an area of concern, drawing the attention of governments, planners, civil societies, researchers and academia. A predominant current issue has been an appreciation of high economic growth in the last 10 years, which is nonetheless marred by pervasive levels of poverty and inequality. The issues covered include: trade; rural-urban linkages; the dynamics of poverty, vulnerability, and welfare; social policies for inclusive and sustainable development; productivity and informality; and financial direct support systems to the poor. The chapters are based on first-hand data, secondary data from different databases and systematic reviews of academic literature. Drawing on the findings and conclusions of the individual chapters, the book distills together the key lessons and also puts forward recommendations for policy and practice. It is a resource for researchers, policy and decision makers, academia and graduate students.

While economic growth has been sustained for a number of years in many countries in the Middle East and North Africa (MENA) region, this has not resulted in the creation of an adequate number of jobs and has succeeded, at best, in generating low-quality, informal jobs. While there is a great deal of heterogeneity across countries, informality in MENA is widespread, and some countries in the region are amongst the most informal economies in the world. The book looks at informality through a human development angle and focuses specifically on informal employment. In line with this approach, the working definition for informality adopted in the book is “lack of social security coverage” (usually understood as pensions, or if a pension system does not exist, as health insurance), which captures well the vulnerability associated with informal employment. Informal workers in MENA are generally engaged in low productivity jobs - more so than in comparator countries -, are paid less for otherwise similar work in the formal sector, and self-report low levels of satisfaction at work. Also, informal workers in MENA face important mobility barriers into formal employment and thus lack of social security coverage against health, unemployment, and old-age risks. Formal employment in the MENA region is strongly associated with public sector employment. Opportunities for formal employment in the private sector in the region remain very limited. The book identifies 5 strategic directions to promote long-term inclusive growth and formality, namely: (i) fostering competition; (ii) realigning incentives in the public sector; (iii) moving towards labor regulations that promote labor mobility and provide support to workers in periods of transition; (iv) enhancing the productivity of informal workers through training and skills upgrading; and (v) reforming existing social insurance systems and introduce new instruments for coverage extension. This book is addressed to policy makers, academics, and practitioners who wish to understand the phenomenon of informal employment, and policy options for promoting more inclusive and productive labor market opportunities.

The outlook for the global economy has darkened. Global financing conditions have tightened, industrial production has moderated, trade tensions have intensified, and some large emerging market and developing economies have experienced significant financial market stress. Faced with these headwinds, the recovery in emerging market and developing economies has lost momentum. Downside risks have become more acute and include the possibility of disorderly financial market movements and an escalation of trade disputes. Debt vulnerabilities in emerging market and developing economies, particularly low-income countries, have increased. More frequent severe weather events would raise the possibility of large swings in international food prices, which could deepen poverty. In this difficult environment, it is of paramount importance for emerging market and developing economies to rebuild policy buffers while laying a stronger foundation for future growth by boosting human capital, promoting trade integration, and addressing the challenges associated with informality,

A key challenge for the post-COVID global economy is whether the disproportionate impact of the crisis on informal workers, who form the majority of the world's workforce, will be acknowledged. Or whether harmful and negative stereotypes will persist. Today, despite the role of these essential frontline workers - producing, processing, selling, cooking and delivering food, providing cleaning, childcare, eldercare, healthcare, transport, waste removal, and other essential services - many observers consider the informal economy to be non-compliant (resisting registration and taxation) and associate it with low productivity (a drag on the economy) or with crime (illegal activities) and grime (blight on modern cities). Yet, most informal workers are working poor trying to earn an honest living in often hostile environments. Most suffered severe declines in work and earnings during successive waves of the COVID pandemic, and related restrictions and recessions, and have gone deeper into debt and depleted their savings and assets in order to survive. This book explores and informs answers to that key challenge. It presents findings on the impact of the COVID crisis on informal workers in Asia, Africa, and North and Latin America. The chapters of the volume analyse the impact of the COVID crisis on informal workers, interrogate whether and which economic recovery plans and schemes include informal workers, and explore what a more inclusive economic recovery and reforms might look like.

Despite Zambia's continued battle with poverty, the authorities have maintained sustained growth and macroeconomic stability during the past decade. 2011 showed robust GDP growth supported by agricultural activities and strong bank credit. But the Executive Board expressed concern over the risks arising from the volatility of copper prices and the delay in implementing measures required to meet the 2012 budget deficit target.
