Co-produced by the Asian Development Bank, the Japan Bank for International Co-operation and the World Bank, this publication examines the challenges of infrastructure development facing the countries of East Asia, driven by their rapid economic growth and urbanisation. The report is organised around three main themes: inclusive development; co-ordination of infrastructure levels; accountability and risk management; and includes includes case studies of regional good practice.

Abstract: This paper examines whether infrastructure investment has contributed to East Asia's economic growth using both a growth accounting framework and cross-country regressions. For most of the variables used, both the growth accounting exercise and cross-country regressions fail to find a significant link between infrastructure, productivity and growth. These conclusions contrast strongly with previous studies finding positive and significant effect for all infrastructure variables in the context of a production function study. This leads us to conclude that results from studies using macro-level data should be considered with extreme caution. The Authors suggest that infrastructure investment may have had the primary function of relieving constraints and bottlenecks as they arose, as opposed to directly encouraging growth.

This book analyses how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions. A fresh insight on the unequal impact of development policies in East Asia and Latin America. Written by economists and political scientists from Brazil, Chile, Korea, Japan, Malaysia, and the US, chapters share a political economy perspective and are the result of collaborative work coordinated by researchers at the University of Tsukuba (Japan). In addition to chapters on particular countries and on broad subjects, there are three chapters presenting detailed comparisons of pairs of countries (Brazil and Korea, Indonesia and Mexico, Chile and Malaysia).

Public spending on infrastructure plays an important role in promoting economic growth and poverty alleviation. Empirical studies unequivocally show that under-investment in infrastructure limit economic growth. At the same time, numerous other studies have shown that investment in infrastructure can be a highly effective tool in fighting poverty reduction1. In that context, the financing of infrastructure has been a critical element of most economic growth and poverty reduction strategies in developing countries, since the start of this millennium. This book provides a comparative analysis of the aggregate and sectoral implications of higher spending on infrastructure in three very different Asian countries: China, Pakistan, and the Philippines. Particular attention is paid to the role of alternative financing mechanisms for increasing public infrastructure investment, namely distortionary and non-distortionary means of financing. The book will be of interest to scholars and policy-makers concerned with economic growth in developing countries.

'National Strategies for Regional Integration: South and East Asian Case Studies' examines how each country's integration with its neighbours and more distant regional economies might be improved. The country cases illustrate the diversity of Asian development experience and offer lessons for other countries and regions interested in developing national strategies to foster regional integration.

This companion volume to the 'World Development Report 2009' comprises twenty papers authored by noted Asian scholars. These studies highlight how, throughout East Asia, spatial considerations have influenced Government policies at the national, regional, and local levels. Key themes include how countries have dealt with: (1) agglomeration economies, urbanization, and regional disparities; (2) improving connectivity with infrastructure investments; and (3) eliminating barriers across and within countries to favor the movement of labor, goods and services. Achievements vary widely across countries: while some succeeded in enhancing competitiveness and improving social outcomes, others are experiencing increasing inequalities and failures to spur growth in disadvantaged areas.
