Innovation and Inclusion for a Prosperous Asia was the theme of the 1st ADB-Asian Think Tank Development Forum held on 30-31 October 2013 at the Tangla Hotel in Beijing. The forum was organized by ADB in partnership with the Asia-Pacific Finance and Development Center Beijing Office, a think tank of the People's Republic of China's Ministry of Finance. This publication documents the discussions on the latest global and regional policy developments and country-specific experiences and policy issues on innovation and inclusion. It serves as an instrument to facilitate the continued successful exchange of information and ideas.

Partnering with the Korea Development Institute, the Asian Development Bank (ADB) held the forum on 20-21 November 2014 at Seoul, Republic of Korea. The forum featured research papers that tackled issues on globalization and regional integration, innovation, middle-income trap, inclusive growth and social protection, and poverty and inequality. This publication documents the dynamic exchange of ideas and information during the 2-day event.The ADB-Asian Think Tank Development Forum is an annual knowledge sharing event under the ADB-Asian Think Tank Network (ATTN), established by ADB and the Asian think tanks in 2013. Science, technology, and innovation (STI) are generally accepted as major drivers of growth and can help address poverty and directly improve the well-being of different groups in society. However, under certain circumstances, STI can reinforce social exclusion and inequalities. This book explores discourses around directionality and the importance of Innovation for Inclusive Development (IID) in addressing policy questions that explore the relationship between IID with inequalities in income and opportunities. It seeks to unpack the concept of IID and what it means in a country such as South Africa – a country characterised by endemic poverty, deepening inequality, and high levels of unemployment. The book is largely original and based on a critique of existing literature to expose specific issues or bolster specific arguments about the role of IID in equitable and inclusive development. This book has been written by various scholars who understand the various notions of IID and how it can possibly be applied and the relevance of such knowledge for policy, programmes and practice.

Asia has long been a testing ground for efforts to augment financial and social security by developing assets that may support individuals and households and contribute to long-term social development. Rapid growth in the number and breadth of asset-based social policies has prompted Asian scholars, practitioners, and policymakers to share lessons from current efforts and chart future directions. This book offers a unique collection of macro- and micro-level analyses on asset-based social development and compares and contrasts national social policies across the Asia Pacific region. Many asset-building policies and programmes have been undertaken in Asia, and innovative proposals continue to emerge. This book examines the implementation of science, technology and innovation (STI) policy in eight Latin American countries and the different paths these policies have taken. It provides empirical evidence to examine the extent to which STI policies are contributing to the development of the region, as well as to the solution of market failures and the stimulus of the region’s innovation systems. Since the pioneering work of Solow (1957), it has been recognized that innovation is critical for economic growth both in developed and in less-developed countries. Unfortunately Latin America lags behind world trends, and although over the last 20 years the region has established a more stable and certain macroeconomic regime, it is also clear that these changes have not been enough to trigger a process of innovation and productivity to catch-up. Against this rather grim scenario there is some optimism emerging throughout the region. After many years of inaction the region has begun to invest in science, technology and engineering once again. Furthermore, after many changes in innovation policy frameworks, there is now an emerging consensus on the need for a solution to coordination failures that hinder the interaction between supply and demand. Offering an informative and analytic insight into STI policymaking within Latin America, this book can be used by students, researchers and practitioners who are interested in the design and implementation of innovation policies. This book also intends to encourage discussion and collaboration amongst current policy makers within the region.

Innovation offers potential: to cure diseases, to better connect people, and to make the way we live and work more efficient and enjoyable. At the same time, innovation can fuel inequality, decimate livelihoods, and harm mental health. This book contends that inclusive innovation – innovation motivated by environmental and social aims – is able to uplift the benefits of innovation while reducing its harms. The book provides accessible engagement with inclusive innovation happening at the grassroots level through to policy arenas, with a focus on the South-East Asian region. Focusing on fundamental questions underpinning innovation, in terms of how, what and where, it argues that inclusive innovation has social processes and low-tech solutions as essential means of driving innovation, and that environmental concerns must be considered alongside societal aims. The book's understanding of inclusive innovation posits that marginalized or underrepresented innovators are empowered to include themselves by solving a problem that they are experiencing. The central concept of this volume, "knowledge networks," refers to interactive linkages around nodes of tacit and codified knowledge embedded in Global Value Chains. Such networks can be distinguished by the process or format of information exchange, the organization of the networks within firms, and by target market or product.

The book provides a comprehensive conceptual understanding covering major challenges and pathways to progressively promote inclusive development in Bangladesh. Since independence in 1971, Bangladesh has achieved significant economic growth and social progress, but the benefits have not been shared equitably across all groups in society, and there is the demand that inclusive development should be at the core of the country’s development agenda. Analysing inclusive development in Bangladesh, the authors present it as synonymous with improving the well-being of all individuals in a comprehensive manner along with upholding the principles of equity and justice. The book shows that the multidimensionality of inclusive development facilitates the participation of all in society in development through enhancing capabilities and ensuring equal opportunities. The analysis highlights social investments in specific concerns of the marginalised and disadvantaged groups and unequal structural forces that compel the state to remain biased towards the rich and consequent ‘elite capture’ of the state in Bangladesh. Arguing that Bangladesh has moved closer towards applying the inclusive development tenets in policy making, the book’s findings show that the challenge is the absence of any generic formula to ensure that the country is moving towards a more inclusive development path. A valuable contribution to the study of Bangladesh’s changing dynamics of political, economic and social configurations and development economics, the book will be of interest to researchers in the fields of economics, Asian studies and development studies.
