This book Innovations and the Environment aims to review the state of knowledge and to provide an empirical basis for the development and use of new technologies, products and services to reduce the impact of human activities on environmental quality. This is at the core of the debate on economics and the environment. The message is optimistic. Advances in thinking and actions make it possible to maintain high environmental quality at reasonable costs, sometimes even having a positive effect on corporate results. The progress is by no means automatic. Risk taking by entrepreneurs, managers and policy makers is necessary. The idea to write a book about innovations and the environment was born during discussions with Professor Han Brezet who was convinced of the importance of this subject for engineering students. This is because he has found many stories about the successes and failures of environmental technologies and even more on the impact of technologies on environmental qualities, but no reviews on technology and the mindset of entrepreneurship to explain the forces that drive innovations for sustainable development.

Theoretical arguments associate labor migration and regional innovation capacity are based on technological innovation and knowledge diffusion that stimulate productivity increase in firms, institutions and regions. Labor mobility may contribute efficiently in the knowledge spillover and diffusion and because migrants can utilizes the knowledge and skill they gain from parental institutions which exploit in the host country. The migrated skill worker increase the knowledge accumulation and spillover which leads to increase the productivity of firm, institutions and region. Human capital migration is essential for knowledge diffusion because it enables the transfer of tacit information between businesses or institutions, enhancing productivity. In this context of externalities generation, skilled labor mobility is an important mechanism for the interregional transfer of technological knowledge diffusion.

A workshop proceedings address questions that lead to a better understanding of the interaction between innovation and the environment and explored elements of "best practice" policies that can stimulate innovation for the environment and shift our development path towards sustainability.

This report draws on case studies to explore the relationship between environmentally-related taxation and innovation to see whether taxation can spur innovation and if so, what types.

The research projects at Fondazione Mattei have for some time now been dealing with the international dimension of environmental policy. Indeed, most environ mental phenomena have international implications, which stem from a number of factors: physical ones, such as the transnational or global consequences of pollution and resource conservation; technological factors, such as technological cooperation and diffusion; and economic factors, such as trad~, plant localiza tion and migrations. Even in the absence of transnational pollution, therefore, the environmental issues involve substantial interdependence among countries. This volume, edited by Carlo Carraro, presents some of the research which we carried out in international environmental policy, focusing on the relationship between trade, innovation and the environment. The papers in part one discuss the impact of international trade and institu tions on environmental resources. Those in part two deal with the importance of innovation when attempting to solve the major environmental problems. The papers in part three, finally, focus on specific policy issues stressing the impor tance of institutions and property rights. The whole set of contributions can be seen as progress in environmental economics. The different chapters highlight the close relationship between envi ronmental issues and economic development and they merge the literature on the environment with the literature on innovation, economic growth, trade, plant localization, institutions, etc.

To make the most of its longstanding tradition of manufacturing and innovation, Piedmont, Italy, is undertaking a process of industrial transition, the success of which may be linked to an updated approach to its regional innovation policy. This should include promoting technology and non-technology driven innovation, building the innovation competences of micro- and small enterprises in addition to medium and large ones, better connecting regional innovation actors, and ensuring that innovation contributes to the region’s broader development goals such as sustainable regional development.
