“There is more than enough water in the world for domestic purposes, for agriculture and for industry. (...) In short, scarcity is manufactured through political processes and institutions (...). ” (United Nations Human Development Report 2006: 3) Water scarcity, water crisis, water wars – since the beginning of the 1990s these terms have appeared again and again in scientific debates, political strategies, and media reports. Water is perceived as a scarce resource that needs efficient management in order to satisfy all needs and to prevent violent conflicts over its distribution. Considerable research has been devoted to this topic. In this research, water is commonly referred to as a common pool resource: a n- excludable public good with rivalry in terms of consumption. Hence, research has long focused on collective action problems in managing this common pool resource (e. g. Ostrom 1990, 1992). In recent years, anthropological and sociological scholars in particular have criticized that in these studies the complexity of water, its embeddedness in a wider cultural and social c- text, and the role of power have been neglected. Water is different from other natural - sources in some important aspects: its mobility, its variability, and its multiplicity (Mehta 2006: 2f; Linton 2006: [10]). Mobility makes ownership claims difficult: Water moves, transcending state borders, not fixed like other resources. Variability refers to the fact that its availability varies temporarily, depending on weather conditions.

Achieving sustainable agricultural development is at the forefront of the poverty reduction objective of the Central Asian republics - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.

This book is aimed both at researchers and advanced students of Central Asia, the space of the former USSR, and the foreign policy of Russia and China. The authors adopt a sociological approach in understanding how power structures emerged in the wake of the Soviet collapse. The independencies in Central Asia did not happen as a consequence of a nationalist struggle, but because the USSR imploded. Thus, instead of the elites being replaced, the same Soviet elites who had competed for power in the previous system continued to do so in the new one, which they had to build, adapting themselves and the system to their needs. Additionally, unlike in the immense majority of the independent states that emerged from decolonization, the social movements and capacity to mobilize the people were very weak in the new Central Asian states. For this reason, the configuration of the new systems was the product of a competition for power between a very small number of elites who did not have to answer to the people and their demands. Thus, the new power regimes acquired a strong neopatrimonial component. Analyzing the structure of societies, economies and polities of post-socialist states, this book will be of great interest to scholars of Central Asia, to sociologists, and to scholars of China's rise.
