Creating age-friendly environments enables all people to age well in a place that is right for them, continue to develop personally, be included, and contribute to their communities while enabling their independence and health. Developing age-friendly cities and communities (AFCC) is a proven way to create more age-friendly environments – for everyone. This guide provides direction to national authorities and stakeholders responsible for or involved in forming or sustaining national programmes for AFCC. The guide includes suggestions for meaningful engagement of older people in creating age-friendly environments, detailed examples of existing national AFCC programmes, and practical steps for creating or strengthening such a programme. The vision of this guide is for all countries to establish a national AFCC programme by the end of the UN Decade of Healthy Ageing (2021–2030) – neighbourhood by neighbourhood, city by city, and country by country.

The UN Decade of Healthy Ageing, 2021-2030 (the Decade) was endorsed by the 73rd World Health Assembly and proclaimed as a United Nations Decade by the General Assembly in December 2022. WHO and UN partners are required to report on progress in the Decade to WHA and UNGA in 2023, 2026 and 2029. Complementary to, and in support of these reports, WHO and UN partners have produced an additional external facing report in 2023, demonstrating progress made in the first two years of the Decade. The purpose of this report is to: assess the extent of progress made in the first phase of implementation of the UN Decade of Healthy Ageing, from 2021 to mid-2023; present contributions to the Decade being made by stakeholder groups, including Member States, UN agencies, civil society, academia, the private sector, community groups and older people themselves; and inspire and motivate stakeholders to collaborate in their continued efforts to implement the Decade at country level and scale up interventions to ensure healthy ageing.

The Framework for Countries to Achieve an Integrated Continuum of Long-Term Care identifies key aspects necessary to achieve an integrated continuum of long-term care service provision and to facilitate the integration of long-term services within existing health and social care systems. The framework will guide countries in assessing system-level components to implement sustainable and equitable long-term care actions. By applying this framework, countries can begin to develop and shape their long-term care systems as part of their universal health coverage programmes and promote investment in long-term care and the health workforce, including carers.

This ACTIVE toolkit provides evidence-based guidance on the key approaches to promote and enable older people to be physically active, regardless of who they are, where they live, or their intrinsic capacities (for example their visual or cognitive abilities) or whether they live with chronic conditions (for example, diabetes, hypertension, and arthritis). It is designed to support all countries at national and subnational levels (particularly low- and middle-income countries with limited resources) to ensure that environments and settings support older people to be active, and that they provide physical activity services and programmes tailored to the needs, preferences and goals of all older people.
