This volume brings together diverse voices relating to the critical issue of water management in one of the world’s most politically volatile areas: the Middle East. The book collects the opinions of Palestinians, Israelis, Jordanians as well as international experts on creating a holistic and comprehensive view of water management challenges and strategies in the Middle East.

This book examines the regional order in the Gulf Region and the wider Middle East, focusing on regional rivalries and security alliances. The authors analyze the regional system in terms of its general structure as well as the major inter-state and non-state security alliances. The structure of the regional system in the wider Middle East and the shake-ups it has experienced explain the ongoing regional rivalry and polarization since 2011 in hotspots such as Syria, Yemen, and Libya. As such, the various chapters address regional transition and power dynamics between and among regional great powers and non-state militant actors across the Gulf Region and the wider Middle East in terms of the alliance building, persistence, and disintegration since 2011.

The book includes seventeen excellent researched and documented papers that reflect the diversity of thought, ideas and experiences related to IWRM. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals. The purpose of this book is to present an overview of the latest research, policy, practitioner, academic and international thinking on water security—an issue that, like water governance a few years ago, has developed much policy awareness and momentum with a wide range of stakeholders. The need for an integrated management of water resources has derived from the emerging understanding that the water crisis cannot solely be regarded as a hydrological crisis. Instead, it is frequently defined as a crisis of governance, as institutional and management scarcity are hindering a sustainable, equitable and efficient use of water resources. Integrated Water Resources Management (IWRM) is internationally accepted as a toolbox to achieve these objectives. However, implementation of the IWRM-approach is still lacking, especially in developing countries and transitional economies. This study poses the central question of what kind of governance is necessary to achieve an integrated management of water resources. Evaluating the concept from a regional perspective, three case studies have been conducted in Yemen, Jordan and Syria to identify the main governance challenges during the IWRM-process and develop strategies on how to meet them, aiming to improve the practical applicability of the theoretical framework of IWRM in the Middle East.

Water Security in the Middle East explores the extent and nature of water security problems in transboundary water systems in the Middle East. This collection of essays discusses the political and scientific contexts and the limitations of cooperation in water security. The contributors argue that while conflicts over transboundary water systems in the Middle East do occur, they tend not to be violent nor have they ever been the primary cause of a war in this region. The authors place water disputes in larger political, historical and scientific contexts and discuss how the humanities and social sciences could contribute more towards this understanding. They also contend that international sharing of scientific and technological advances can significantly increase access to water and improve water quality. While scientific advances can and should increase adaptability to changing environmental conditions, especially climate change, national institutional reform and the strengthening of joint commissions are vital. The contributors indicate ways in which transboundary cooperation may move from simple and intermittent coordination to sophisticated, adaptive and equitable modes of water management.

Danach werden Konzepte zur Miniaturisierung der Strahler dargelegt, die anschließend zum Aufbau von Antennengruppen verwendet werden. Die Vorteile der entwickelten Antennen werden praktisch anhand des bildgebenden Radars und des Monopuls-Radars gezeigt.
