Vorgestellt werden Ergebnisse des europäischen Modellprojekts TALENTS zur schnellen Integration von Migrant:innen und Geflüchteten in den ersten Arbeitsmarkt. Ausgehend von der Idee, dass Teilhabe am Arbeitsmarkt die gesellschaftliche Integration fördert, verbindet das Trainingsmodell Arbeitserfahrungen in Betriebspraktika mit sprachlichen, kulturellen und beruflichen Inhalten, die im Klassenverband erlernt werden. Die Autor:innen evaluieren die Ergebnisse des Trainingsmodells aus drei Jahren in Norwegen, Schweden und Deutschland. Die ausgewerteten Daten spiegeln die Erfahrungen von 400 Teilnehmenden. 20 Fallstudien ermöglichen detaillierte Analysen. TALENTS wurde gefördert durch das Erasmus+ Programm der Europäischen Kommission sowie vom Bundesministerium für Bildung und Forschung. This volume examines migration between Africa and Europe, rather than just from Africa to Europe. Based on a unique socio-demographic survey carried out both in origin and destination countries (MAFE survey), it argues that return migration, circulation, and transnational practices are significant. Policy design must also take these factors into account. Comparing in a systematic way three flows of African migrants (from Democratic Republic of Congo, Ghana and Senegal), this study offers a new view on the patterns, determinants, and family and economic effects of migration. By comparing six European countries (Belgium, France, Italy, the Netherlands, Spain and the UK), it shows that the dynamics of migration differ greatly in new vs. old destination countries. Based on a statistical analysis of life histories, this study provides a dynamic view of migration that will help readers better understand current trends as well as future trajectories. It will appeal to researchers, academics, practitioners, and others interested in taking a deeper look in (im)migration issues.

This open access book discusses how, and to what extent, the legal and institutional regimes and the socio-cultural environments of a range of European countries (the Czech Republic, Denmark, Finland, Greece, Italy, Switzerland and the UK), in the framework of EU laws and policies, have a beneficial or negative impact on the effective capacity of these countries to integrate migrants, refugees and asylum seekers into their labour markets. The analysis builds on the understanding of socio-cultural, institutional and legal factors as “barriers” or “enablers”; elements that may facilitate or obstruct the integration processes. The book examines the two dimensions of integration being access to the labour market (which, translated into a rights language means the right to work) with its corollaries (recognition of qualifications, vocational training, etc.), and non-discriminatory working conditions (which, translated into a rights language means right to both formal and substantial equality) and its corollaries of benefits and duties deriving from joining the labour market. It thereby offers a novel approach to labour market integration and migration/asylum issues given its focus on legal aspects, which includes most recent policy changes and legal decisions (including litigation cases). The robust, evidence-based and comparative research illustrated in the book provides academics and students, but also practitioners and policy makers, with up to date knowledge that will likely impact positively on policy changes needed to better address integration conundrums.

Written from a pan-European perspective, this book examines the decision-making processes in immigration and integration policies in Europe across decades, focusing on several key moments of Europe’s postwar history. The analysis of factors taken into consideration by states in key moments of immigration policy (re)formulation shows that Europe is moving away from rational, economic arguments towards more political ones. This book contributes to the theoretical and practical debate regarding immigration and integration policies by arguing that – contrary to assumptions – immigration policy should not be treated as having precedence before integration policy. It also reflects on the growing anti-immigration sentiments as well as the securitisation and criminalisation of migration issues that are fuelled by right-wing politics. How do migration and integration change when ‘crisis becomes normalcy’? This open access book investigates this question in the present context of turbulent times when, instead of dealing with one crisis, migrants, governments and whole societies have to cope within a complex web of multiple unsettling events that create anxieties about migration. Emphasising a plurality of theoretical perspectives and methodological approaches, as well as a variety of geographical settings in Europe and beyond, the chapters bring new insights into migrations produced by global political events, national political shifts, economic downturns and the Covid-19 pandemic. Special attention is given to both migrants’ experiences and policy outcomes. The result is an impressive rethinking of the concepts and terminology applied to migration and integration, of interest to students, social scientists, and policy-makers.

This report considers the Commission's 2011 Communication on the Global Approach to Migration and Mobility and the UK's participation in EU asylum and immigration measures. As countries in Europe face an ageing population and a declining birth rate, legal third country immigration into the EU will be needed to keep the economy on track and retain Europe's competitiveness in a global market. While Member States should retain primary responsibility for their own migration policies, the EU also has a role to play. As the majority of irregular migrants enter the EU with authorisation and then overstay their visas, rather than crossing the EU's external border by boat or land routes illegally, the EU should adopt a more effective approach in preventing irregular migration. The EU also has a role it can play in refugee management and building capacity in the asylum systems of countries of origin and transit. Moreover, migration policy cannot and should not be the sole concern of interior ministries and a more integrated approach with development and foreign affairs ministries - at the national and EU level - would help maximise the EU's development aims. The reduction of trade barriers with non-EU countries and measures to facilitate remittances, mitigate the effects of brain drain and assist diasporas to contribute to their countries of origin would also be beneficial. The Committee also considers the position of international students in the UK: they should not be subjected to the Government's policy objective of reducing net migration.
