This study investigated the relationship between intellectual capital and public sector performance in Malaysia. Findings revealed that there is a significant and positive relationship between two, and one way of increasing the level of public sector performance is to tie performance to intellectual capital.

In the knowledge economy, the value of corporations is directly related to their knowledge and intellectual capital. But broaden the perspective a little wider and you begin to see the possibilities: Think of cities, regions, even entire nations, in addition to the public sector. If intangibles and intellectual capital are important to the private sector, they are also important to the productivity and competitiveness of the public sector, and so to communities and nations as a whole. In this book, Editors Ahmed Bounfour and Leif Edivinsson have brought together the best minds in intellectual capital throughout the world to focus on a new and fertile area of research: measuring and managing the intellectual capital of communities. This is a creative and cutting-edge area of research that has the potential to change how public sector planning and development is done. Over the past two decades, the reporting frameworks used within the public sectors of a wide variety of jurisdictions have undergone significant change. Much of this change has arguably been relatively incremental, resulting in reporting frameworks still being cast in highly traditional form. At the same time, events in global capital markets have resulted in many elements of traditional reporting frameworks being discredited. In this paper, we examine the possibility that alternative reporting frameworks, and specifically those related to intellectual capital (IC), might be beneficially adopted in public sector settings. We examine reasons why such an outcome might be beneficial, and examine a range of established alternative reporting frameworks that address IC, together with some of their strengths and weaknesses. We argue that there is room for the adoption of elements of these systems in public sector settings, and that it is plausible to anticipate material accountability and transparency benefits as a result.

The conditions of globalization, including economic integration, fiscal discipline, introduction of information communications technologies and democratic governance, have increasingly forced states to redefine their role in public management and to reform the public administration system. However, there is growing realization among decision makers that policy and institutional reform per se will not be sufficient to revitalize the public sector. Major strengthening of the knowledge, skills, values, attitudes and leadership abilities of human capital is also needed to transform the public sector, particularly in developing countries and countries with economies in transition. New Public Management and increasing calls for public sector transparency and accountability drive public sector leaders to do more with less. One place these leaders can turn to make the organizational, program, and process improvement needed is its workforce, its people. This resource, its human capital, is increasingly recognized as a driver of organizational performance and success. Public sector leaders need the learning and accountability provided by human capital performance measurement and reporting to improve service efficiency, effectiveness, and impactfulness. This study examined recent research to see if there were common human capital performance indicators and performance reporting systems that could form the basis of standardized measurement and reporting. What was found was, while no standardized indicators or systems are in place, there is a good foundation with some initiating steps having been taken. Common groupings or themes of human capital indicators were uncovered including ones addressing organizational strategy impact, talent management, engagement & wellness, and workforce awareness. A balanced scorecard approach was often used as the performance reporting method to deliver these indicators. Maturity in both the human resources profession and performance reporting, along with further research, is needed to advance the concept of a common human capital performance indicators and performance reporting system.

This book analyses the contribution of the new forms of reporting adopted by Public Sector Organisations in the provision of information on value creation processes to their various stakeholders. The contributors to this volume provide evidence of innovative accounting practices and reporting formats, drawing on case studies from across Europe. Together, they highlight the limitations and opportunities of these new forms of reporting that will require further study and exploration.
