Intelligent Governance

eBook Download

BOOK EXCERPT:

Striking the right fit between resources, processes, and outcomes in complex environments, where different groups have something to contribute towards joint outcomes, even though they partake in joint operations in the pursuit of their own objectives This is what intelligent governance is all about. It is the practical application of an evolving worldview that is a less conflictive, more intelligent, more cooperative and a wiser mode of human coordination. This short book proposes some guideposts for intelligent governance. It does not put forward a rigid blueprint or a recipe that could mechanically and blindly be followed, but a prototype for a process of inquiry seeking to help organizations find a way forward (through innovation and value adding), some general indications about the most toxic pitfalls likely to materialize mental prisons, lack of mindfulness, etc. and comments about the most promising opportunities or initiatives likely to nudge the coordinating inquiries into successful directions.

Can Governance Be Intelligent

eBook Download

BOOK EXCERPT:

Intelligence is a concept that occurs in multiple contexts and has various meanings. It refers to the ability of human beings and other entities to think and understand the world around us. It represents a set of skills directed at problem-solving and targeted at producing effective results. Thus, intelligence and governance are an odd couple. We expect governments and other governing institutions to operate in an intelligent manner, but too frequently we criticize their understanding of serious public problems, their decisions, behaviors, managerial skills, ability to solve urgent problems, and overall governability wisdom. This manuscript deals with such questions using interdisciplinary insights (i.e., psychological, social, institutional, biological, technological) on intelligence and integrating it with knowledge in governance, administration, and management in public and non-profit sectors. We propose the IntelliGov framework, that may extend both our theoretical, methodological, analytical, and applied understanding of intelligent governance in the digital age.

Intelligent Management Of Agricultural Technologies In Precision Farming

eBook Download

BOOK EXCERPT:

The monograph for the first time presents a systematic presentation of the theory of optimal management of agricultural technologies in precision farming (PF). According to this theory, the management of agricultural technologies is carried out at three hierarchical levels, strategic, programmatic and real-time management. The complexity of the software and mathematical apparatus for the implementation of controls at all levels is overcome by moving to expert intelligent control systems (ECS). The novelty of the proposed approach lies in the fact that the knowledge bases (KB) in the ECS are formed (designed) through the use of analytical control algorithms at all levels. To this end, control problems are repeatedly preliminarily solved for a large number of conditions uniformly covering the entire range of possible values of conditions for the region served by this system. Such knowledge bases are formed centrally in data processing centers, and local consumers have the opportunity to receive ready- made control solutions on request through the cloud information system, bypassing complex calculations. In terms of their content, these control decisions are a means of supporting decisions made by the management of farms, as well as tasks for technological robotic machines of PF systems.
