International Approaches To Securing Radioactive Sources Against Terrorism

eBook Download

BOOK EXCERPT:

As a result of arms control efforts over the past 50 years, nuclear material is subject to strict national controls and tough international treaties. But there are still almost no controls, other than a voluntary International Atomic Energy Agency code of conduct, on the sorts of radiological sources used to make radiological dirty bombs. Radiological sources are used all over the world for a wide range of peaceful purposes, including smoke detectors, medical devices, meteorology, mining and thermoelectric generators. There are at least eight million identified radiological sources worldwide. Their small size, portability and high value make them vulnerable to misuse and theft: the IAEA reported 272 cases of illicit trafficking in sealed radioactive sources between 1993 and 2002. The IAEA estimates that 110 countries worldwide still fail to impose adequate controls. The time is ripe for an international convention and treaty on the safety and security of radiological sources. This book covers expert discussions designed to enhance cooperation and assistance between NATO and Partner countries in support of International Atomic Energy Agency (IAEA) efforts to secure radioactive sources against the threat of terrorism and also to support the security agenda at the International Radiation Protection Association Congress in Buenos Aires in 2008.

Legal Framework For Strengthening Nuclear Security And Combating Nuclear Terrorism

eBook Download

BOOK EXCERPT:

New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened. This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. The workshop was attended by over 100 international experts from more than 20 countries, and the papers presented here summarize current understanding of, and approaches to, the legal framework for nuclear security and counterterrorism. The book will be of interest to all governments, international organizations, researchers and practitioners worldwide who are involved in securing nuclear materials and preventing nuclear terrorism

Nuclear Terrorism

eBook Download

BOOK EXCERPT:

This volume aims to improve understanding of nuclear security and the prevention of nuclear terrorism. Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The volume aims to do this by investigating the different types of nuclear terrorism, and subsequently discussing the potential means to prevent these malicious acts. In addition, there is a discussion of the nuclear security regime, in general, and an important examination of both its strengths and weaknesses. In summary, the book aims to extend the societal and political debate about the threat of nuclear terrorism. This book will be of much interest to students of nuclear proliferation, nuclear governance, terrorism studies, international organizations, and security studies in general.

The Oxford Handbook Of Nuclear Security

eBook Download

BOOK EXCERPT:

The Oxford Handbook of Nuclear Security provides a comprehensive examination of efforts to secure sensitive nuclear assets and mitigate the risk of nuclear terrorism and other non-state actor threats. It aims to provide the reader with a holistic understanding of nuclear security through exploring its legal, political, and technical dimensions at the international, national, and organizational levels. Recognizing there is no one-size-fits-all approach to nuclear security, the book explores fundamental elements and concepts in practice through a number of case studies which showcase how and why national and organizational approaches have diverged. Although focused on critiquing past and current activities, unexplored yet crucial aspects of nuclear security are also considered, and how gaps in international efforts might be filled. Contributors to the handbook are drawn from a variety of different disciplinary backgrounds and experiences, to provide a wide range of perspectives on nuclear security issues and move beyond the Western narratives that have tended to dominate the debate. These include scholars from both developed and developing nuclear countries, as well as practitioners working in the field of nuclear security in an effort to bridge the gap between theory and practice.
