BOOK EXCERPT:

What made me write this book was a feeling that students of international economics needed to fill out their knowledge of the theory with work on the practice of the major international economic organizations, many of which are having a growing influence on the national economies of their members. There was no single volume given over to a concise treatment of these organizations. The annual reports of the international organizations themselves can be consulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting of recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replac ing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meet ings have succeeded in drawing much attention of the press.

There can be little doubt that a group of prominent and influential organizations lie at the heart of international economic law (IEL). These include the Bretton Woods institutions, regional development banks and economic organizations, and various specialized global institutions primarily active in norm generation. This volume possesses the unique distinction of presenting the perspectives – both institutional and personal – of legal counsels in some key international economic organizations regarding their work and the role of law within the framework of their organizations, with particular attention to the conditions within which they can optimally contribute to the development of IEL. This last consideration is emphasized in three ‘external’ academic perspectives that focus mainly on what the role of counsels in international economic organizations ought to be. This book builds on theory of authoritarian regionalism and is the first attempt to analyse the interaction of authoritarian regional organizations in Eurasia with their global and regional counterparts (NATO, EU, WTO, IMF etc.). It analyses three decades of the development of post-Soviet regional organizations prior to the tectonic geopolitical and security changes of 2022. Eurasian regional organizations created by Russia have been frequently perceived as attempts to establish ‘alternatives’ to the global governance institutions and to compete with other regional organizations like, for example, the European Union (EU). They are seen as a pronounced example of ‘authoritarian regionalism’, i.e., regional organizations established by non-democracies. The way they interact with global and regional institutions has, however, remained understudied. This book aims to close this gap. It places Eurasia within a global context and considers similar trends world-wide as well as outlines the agenda for future studies of global versus regional governance.
