Since the path-breaking work of Karl Deutsch on security communities and Ernst Haas on European integration, it has been clear that international institutions may create senses of community and belonging beyond the nation state. Put differently, they can socialize. Yet the mechanisms underlying such dynamics have been unclear. This volume explores these mechanisms of international community building, from a resolutely eclectic stand point. Rationalism is thus the social theory of choice for some contributors, while others are more comfortable with social constructivism. This problem-driven perspective and the theoretical bridge building it are the cutting edge in international relations theory. By providing more fined-grained arguments on precisely how international institutions matter, such an approach sheds crucial light on the complex relationship between states and institutions, between rational choice and social constructivism, and, in our case, between Europe and the nation state.

This new study revisits the work of the late Ernst Haas, assessing his relevance for contemporary European integration and its disparities. With his seminal book, The Uniting of Europe Haas laid the foundations for one of the most prominent paradigms of European integration – neofunctionalism. He engaged in inductive reasoning to theorize the dynamics of the European integration process that led from the Treaty of Paris in 1951 to the Treaty of Rome in 1957. The Treaty of Rome set the constitutional framework for a Common Market. Today, a second Treaty of Rome may lay the foundation for a European Constitution that embeds the Common Market in a European polity. Unfortunately, Haas will not be able to witness this path-breaking step in the development of a European political community, which he so aptly theorized almost five decades ago. This is all the more regrettable since students of European integration are more than ever challenged to tackle a major empirical puzzle: After 50 years of European integration, the member states managed to adopt a single currency and to develop common policies and institutions on justice and home affairs. The integration of foreign policy and defence, by contrast, is still lagging behind. This text delivers sharp insights into these issues. This original study examines the extent to which international labour issues have become issue of concern within the European Union, the ILO, the OECD (Organization for Economic Cooperation and Development), and the WTO (World Trade Organization).

The interest in minority protection emerged during the period of democratic transition, particularly of ethnically segmented postcommunist societies after the end of the Cold War. Minority issues became prominent as postcommunist states lined up as potential candidates for EU membership and the respect for and protection of minority rights was an essential part of criteria these states had to fulfil before EU accession. Minority rights protection has constituted an important ‘gatekeeping’ criterion for EU membership. Its monitoring remains a powerful instrument to mediate tensions and to adjudicate discriminations in the present-day Europe. In many countries, minority rights standards have been transposed in domestic legislation, but whether these norms constitute a legitimate background which states accept, sustain and promote is the focus of this book. This volume takes on the task of analysing the diffusion of minority rights norms across the European continent. It looks specifically at the oft-neglected process of compliance meaning not only the formal adoption of European laws but also their implementation within the domestic context. The contributions analyse the political rhetoric, legal transposition and behavioural compliance in a range of European states, East and West, to assess compliance to norms of minority protection. This book argues that China’s international socialization of the political elites of Belt and Road Initiative (BRI) partner states is an exceptionally effective instrument of China’s current foreign policy. It shows how the BRI-related process of socialization generates shared beliefs in the legitimacy and therefore in the acceptability of a Chinese international order among target elites and how in turn the policies and actions of states controlled by these elites tend to become aligned with the norms ‘taught’ by the Chinese socializer. It goes on to show how this serves the interests of China’s government, firms, and citizens at national, regional, and global levels; and how the resulting increased support for Beijing’s version of the international order creates a virtuous circle that further enhances China’s international position and potential.
