This book examines the evolution of international political economy (IPE) as a field of study in China, detailing the evolving boundaries and the content of the field. It surveys how the key themes in IPE, such as the conceptualization of power at the global level, the question of international order and international organization, the state and globalization, money and finance, and the source of ideas and ideational innovation, have been debated in Chinese IPE in comparison to the foundational works of the West. The contributions map the genesis of the field inside China and the core characteristics of Chinese IPE, consider the limits of the development of the field in China, and identify the contributions which Chinese IPE can make to the global development of IPE. Each piece in this collection is co-authored by a prominent PRC scholar residing in China, and a distinguished ‘foreign’ scholar. The co-authors together highlight what they think are the core Chinese concerns of IPE in a particular area, and suggest what this understanding adds to the global discussion. This book examines the international political economy of China’s exchange rate policy making from theoretical and empirical perspectives. It identifies the limitations in the existing Economics studies on the RMB exchange rate and the research gap of the Comparative Political Economy (CPE) and International Political Economy (IPE) approaches to exchange rate politics. The author develops a three-level game framework for China’s exchange rate policy making based on revision and synthesis of the existing CPE and IPE approaches, which provides a richer portrait of the dynamism and complexity of China’s exchange rate policy making. The book has applied the three-level game framework to empirically analyzing China’s exchange rate policy making under the Hu-Wen administration. The book also discusses some further exploration of China’s exchange rate policy in the Xi era and comparative case study of exchange rate policy making. Since the beginning of China's phenomenal rise in the international system, our knowledge of the country has grown rapidly. But those who have debated the China issue in policy circles mostly focus on the implications of China’s rise, often without a firm understanding of why the country is rising in the first place. Using an analytical framework which links China’s domestic political economy order and the global system, this book helps us to understand China’s rise and the China model more clearly. Indeed, unlike most other works that study the China model as a domestic political economy issue, it adopts an explicit international comparative perspective, comparing the Chinese model to others, such as the Washington Consensus and the Japan model. This comparison allows us to break down different components of the China model, and to show that while the Chinese Communist Party leadership part of the model is unique, other components such as export-led growth strategy or packaged aid programs are not. By focusing on the root cause of China's rise - namely the loop between the evolving China model and an evolving global governance structure – this book reveals the degree of compatibility between the country’s profit-driven domestic political economy system and the post-war global economic order, and in turn how and why China has been able to rise in the global system. Although the internationalization of the Chinese renminbi is an important international political event, most of the studies of it place their analytical focuses largely just on China itself, the issuer of the currency. In contrast, this book addresses the question of how foreign states have responded to the renminbi’s internationalization, during its initial phase through the 2010s, and thereby breaks new ground in exploring the international politics of currency internationalization. It builds a theoretical framework for analyzing a state’s policy toward renminbi internationalization, developing the key concept of reactive currency statecraft. It then applies this framework to the four select cases of the United Kingdom, Japan, South Korea and the United States. This book reveals that all four of these countries have deliberately utilized their policies related to renminbi internationalization as means of achieving their own foreign policy goals associated with China, goals that have been principally economic in some cases but political in others. Remarkably, the predominant mode of response to the renminbi’s internationalization has been accommodative. Even the United States and Japan—China’s chief geopolitical and also international currency rivals—have never attempted to actively suppress it. This study provides new insights to anyone concerned with the transformation of the world monetary order, while also contributing a valuable analysis of the international politics surrounding the rise of China.
